LRRWMO Meeting Minutes <br />September 16, 1993 <br />Page 5 <br />the ground will absorb water in the mean time since runoff will not be created until homes <br />are constructed. <br />Ottensmann pointed out that water runoff will be created as soon as grading work starts, and <br />erosion will be a problem until the dissipator is in place. Smith indicated they will install <br />a silt fence on the bluff line. He then distributed copies of the site plan showing projected <br />improvements. <br />Ottensmann stated he understands Smith's desire to proceed and not be delayed until next <br />month's meeting; however, he feels erosion control needs to be addressed. Smith pointed <br />out that most of the drainage will go towards the far western side of the property. He noted <br />there will always be a space of time from when construction begins and the storm sewer is <br />installed because it is usually the last thing done. Smith assured the Board they will take <br />steps and use caution to avoid erosion. <br />Schultz noted Smith is only going to develop the eastern part at this time, resulting in water <br />runoff going to the low point by the curve in the road. Ottensmann agreed ponding will <br />occur in the southwest corner of the site until storm sewer is in place. <br />Smith clarified it is not his intention to blacktop this year. He explained he would like to <br />install the improvements now but delay curb and gutter to avoid damaging them during <br />grading work. <br />Weaver questioned the potential for erosion and who suffers the greatest consequences if <br />erosion does occur. Smith reiterated they will install a silt fence along the entire block <br />which will be lower than the bluff line. He pointed out an area that they will clear which <br />contains very few trees and can temporarily hold water. He added no one will be negatively <br />impacted if water ponds in that location. <br />Schultz indicated support of creating a temporary basin. <br />Weaver asked what action the Board can consider which serves the best interests of both the <br />developer and LRRWMO. <br />Schultz indicated he would not like the project to go forward until he receives detailed storm <br />sewer plans. Ottensmann .agreed this would be reasonable and suggested no building be <br />allowed on the north section until the plans can be reviewed. <br />Jankowski questioned the size of the pond. Schultz explained this issue has already been <br />addressed and resolved. Smith added that the seller of the property agreed to bring the <br />pond up to date and clean it to the original specifications. Schultz reported Beduhn has <br />indicated he has no problem with the skimmer. <br />In response to Weaver's question, Schultz reviewed the area involved and surrounding uses. <br />
