LRRWMO Meeting Minutes <br />September 16, 1993 <br />Page 6 <br />Motion by Ottensmann, seconded by Weaver, to authorize Mark Smith, Mark of Excellence <br />Homes, to proceed with Weston Woods on the River, Outlot C & E, Cutters Grove 1st <br />Addition, for the construction of 93 townhome units, except for the outlot section of the <br />storm sewer, contingent upon submission of storm sewer plans, plans for the energy <br />dissipator portion of the outlet, installation of a siltation fence as described, creation of an <br />interim holding pond in the southwest portion of the property, and no buildings to be <br />allowed until Smith submits .and the Board reviews and approves detailed storm sewer <br />plans. Vote: 3 ayes, 0 nays. Motion carried. <br />Members briefly discussed the issue of discharge velocity with this project which is at a 10% <br />grade. Schultz indicated he will make sure the silt fences are properly installed. <br />This item will be placed on the October agenda. <br />LRRWMO Application #93-10 Wicklund Construction Inc. <br />The Administrative Secretary reported she spoke with Wicklund who indicated they want <br />to construct their daughter's house and felt there was no "rush". <br />Haas commented on the benefits of completing mitigation under the existing rules, to which <br />the Administrative Secretary indicated Wicklund is aware of the difference with the new <br />regulations. <br />The LRRWMO directed the Secretary to remove this item from the agenda until further <br />progress is made. <br />Anoka County Project CP 93-12-116. LRRWMO Application #93-3 <br />Jankowski noted the LRRWMO has sent Anoka County a letter asking them to comply with <br />mitigation or submit new plans for review. <br />Haas reported he met with Anoka County and most of the issues, such as drainage, have <br />been resolved. <br />Jankowski pointed out -that the mitigation plans were revised because the original one <br />included a 2a ratio when only a 1:1 ratio was required. He added the area is not identified <br />on information received from Anoka County. Haas responded that a lot of the filing was <br />done in the roadway. <br />Ottensmann asked if there was an urgency to act on this permit. Schultz clarified that the <br />work has already been completed. <br />Jankowski indicated he would like this project checked to assure what they propose for final <br />mitigation is actually a 1:1 ratio. <br />
