<br />LRRWMO Meeting Minutes <br />December 16, 1993 <br />Page 4 <br />A brief discussion was held regarding the option of recouping costs (when a permit fee is <br />not received) via assessment through property taxes. <br />No action required. <br />DNR Letter Regarding Culvert Placement -Norway Pine Home Builders. Andover <br />Haas explained that the culvert installed by the property owner (in the front of the property) <br />is not large enough to handle the water flow and water started backing up. He reported he <br />spoke with Tom Hovey, DNR Area Hydrologist, regazding this issue and Hovey indicated <br />they will handle enforcement since a DNR protected wetland is involved. <br />No action required. <br />REPORT OF OFFICERS <br />On-Site Project/Restoration Inspection Form <br />Jankowski reviewed an On-Site Project/Restoration Inspection Form he prepazed which can <br />be used by members to keep track of time and expenses as well as record persons on the site <br />during inspection and a narrative. This form was designed for members to take along during <br />site inspections. The forms will be compiled to determine time spent enforcing the Wetland <br />Conservation Act and whether these expenses aze eligible for reimbursement from matching <br />grant funds. <br />Following a brief discussion, members requested the Secretary to revise the On-site WCA <br />Inspection Form by adding an area to record Cease and Desist Permit Numbers. This form <br />will be updated and copies sent to LRRWMO members. <br />OLD BUSINESS <br />Consideration of the Joint Powers Aereement <br />Jankowski suggested that the LRRWMO review Curt Peazson's legal comments and then <br />duect that the JPA be prepazed in its final form for ratification at the January 20, 1994 <br />meeting. He noted Peazson's position is that it is alright to omit repetitive sections (already <br />contained in State Statute), however, it does not absolve the LRRWMO's responsibility to <br />abide by those regulations. Jankowski asked if it would be better to leave these references <br />in the JPA since they would be more accessible than if you have to delve into State Statutes. <br />Schultz stated he would prefer to see the JPA in final form before taking action. <br />Haas agreed and stated he just received Peazson's comments and has not had an opportunity <br />to adequately review them. <br />
