<br />LRRWMO Meeting Minutes <br />August 19, 1993 <br />Page 3 <br />Perry suggested any such contract entered into should include <br />a "length of time effective" clause, including language <br />providing for a system of review at the end of one year. <br />Weaver added both parties should reserve the right to <br />terminate the employment contract in a manner specifically <br />spelled out in the contract. <br />Knutson indicated Mikkonen has expressed the desire to start <br />working with the person hired to replace her immediately in <br />that her term of employment ends September 30, 1993. <br />Mikkonen advised that whoever is hired will need help with <br />the mitigation record keeping procedure, suggesting that the <br />Minnesota Board of Water and Soil Resources (BWSR) be asked <br />if it will provide record keeping training for Local Govern- <br />mental Units (LGUs). Jankowski felt the LRRWMO should wait <br />on that until the schedule of training sessions comes out. <br />Motion was made by Weaver, seconded by Ferguson, to DIRECT <br />MIKKONEN TO CONTACT TIME SAVER OFF SITE SECRETARIAL SERVICES <br />AND INDICATE TO THEM THEIR PROPOSAL IS ACCEPTABLE TO THE <br />LRRWMO, REQUESTING THAT THE SECRETARIAL SERVICE PREPARE A <br />CONTRACT TO BE CONSIDERED AT THE BOARD'S SEPTEMBER REGULAR <br />MEETING. A REPRESENTATIVE OF SAID FIRM IS AUTHORIZED TO WORK <br />WITH MIKRONEN IN PREPARATION OF THE SEPTEMBER MEETING UNDER <br />THE TERMS SUMMARIZED IN THE PROPOSAL PRESENTED. <br />The board agreed Time Saver's contract should be sent to <br />Knutson who will in turn forward it to the LRRWMO attorney <br />for his review and recommendation. <br />VOTE: 4 ayes - 0 nayes. Motion carried. <br />Consideration of the Joint Powers Agreement <br />The board referred to an August 5, 1993, letter from Coon <br />Rapids Director of Public Works William Ottensman expressing <br />specific. concerns about the draft Joint Powers Agreement <br />dated June 11, 1993. Weaver indicated he was delighted with <br />this letter in that it addressed most, if not all, of the <br />concerns of Anoka. He expressed the wish that this board <br />incorporate every item in this letter in whatever document we <br />choose to approve, if possible. <br />Ferguson indicated it was his opinion that language found on <br />Page 25, Subdivision 2, Sentence 5, of the draft agreement as <br />discussed on Page 2 of Mr. Ottensman's letter was a matter of <br />interpretation. He and Mr. Ottensman did not fully agree on <br />that interpretation. Ferguson felt it was part of .the <br />general fund for general administration purposes.
