Beduhn stated dewatering was not part <br />of the plans submitted. <br />Motion was made by Perry, seconded by Ferguson, to APPROVE <br />THE PERMIT #93-7 FOR THE METROPOLITAN WASTE CONTROL COMMIS- <br />SION AS SUBMITTED. <br />3 ayes - 0 nayes - 1 abstention (Weaver). Motion carried. <br />Fourth <br />Beduhn reviewed application #93-8, Wood Pond Hills Third <br />Addition, Ramsey; a proposed single-family redevelopment <br />project. The Consulting Engineer's July 13, 1993, written <br />review of this project and recommendation to the board was <br />noted. Beduhn stated the applicant is requesting that a <br />portion of the Juniper Woods Plat, on which a 1.76 acre <br />pond/wetland was created, be accepted as mitigation for the <br />wetland fill areas in this development. Beduhn stated it was <br />his understanding the new pond was not created for that <br />purpose. He indicated he attempted to contact the Board of <br />Water and Soil Resources (BWSR) to see if this type of action <br />can would be acceptable but has been unsuccessful in <br />contacting the appropriate individual(s). Beduhn indicated <br />that these wetlands are Army Corps of Engineer wetlands. He <br />noted for the board's information that in the future <br />utilizing wetlands for discharge areas might not be <br />acceptable. <br />Beduhn discussed the short circuiting of the pond and recom- <br />mended that more detailed information on the pond design be <br />provided, such as information on skimming structures on <br />erosion control at the inlets, etc. <br />Beduhn went on to express concern with the flood level <br />computations provided by the applicant. He indicated the <br />applicant assumes the existing water level, 855.2, as -the <br />normal elevation which he felt may not be the case. The <br />applicant is reportedly increasing drainage to it. The pond <br />will probably. receive more water than it is currently which <br />could well increase the normal elevation. Beduhn went on to <br />state the applicant does not provide water balance <br />computations; there has been no information provided on <br />walkout or basement elevations. In summary, he indicated he <br />has a major concern about the hydrologic design of the <br />project. <br />During discussion with the board, Beduhn stated the applicant <br />is assuming the pond will stay at 855.2.
