LRRWMO Meeting Minutes <br />July 15, 1993 <br />Page 16 <br />blocking off one of the city's drainage ditches. Beduhn <br />confirmed he has seen no updated plans. <br />Schultz explained that as he presently sees the county's <br />proposed plans, it plans to fill some of the area and put in <br />catch basins in the Andover side. However, if the county <br />closes off the highland and does not put the ditch through <br />there, he would foresee problems. Schultz stated he would <br />have a problem with that proposal. <br />Beduhn indicated what Mr. Fisher described to him over the <br />telephone sounded reasonable. However, Mr. Fisher was <br />informed that Beduhn, as the LRRWMO Consulting Engineer, did <br />not have the authority to approve those plan changes. <br />Schultz confirmed the county has already done a considerable <br />amount of work out there. <br />Haas stated he is not familiar with the details of this <br />project. However, he understood how problems could arise <br />should the wetland become filled. Jankowski stated he <br />originally heard this was a wetland replacement issue only. <br />However, now it seems to have gone beyond that. <br />Haas stated Mr. Fisher should readdress the county's plans <br />and see how it will affect the residents. Schultz concurred, <br />adding the drainage plan has to be complete. Perry and <br />Schultz noted that the county already did some filling on <br />either side of the road. Schultz noted that the homes to the <br />south side of the project in Anoka are located in a low area <br />and could be negatively affected by such a project. Ferguson <br />noted that the county has isolated two ponds in this project <br />area. <br />During further discussion on how to address this Anoka County <br />issue, Beduhn indicated he has been told when he is involved <br />with wetland and water quality issues, hydrology and flood <br />control is typically left up to the cities. However, he is <br />able to bring such issues to the attention of the cities as <br />the LRRWMO representative. <br />Jankowski recalled that previous LRRWMO approval related to <br />wetland replacement. He felt the Cities of Anoka and Andover <br />should meet with the county and discuss this. Schultz <br />disagreed, stating this board's responsibility is to look at <br />where the water will go; we can not look at one without the <br />other. He went on to state it was his opinion that Anoka <br />County should have submitted a corrected plan of what it <br />wants to do. <br />Beduhn reiterated that Mr. Fisher was hoping the county could <br />pick up the mitigation on another project in the future. <br />
