LRRWMO Meeting Minutes <br />July 15, 1993 <br />Page 17 <br />However, Beduhn did agree the drainage issue is a concern. <br />Jankowski concurred. <br />Motion was made by Weaver, seconded by Perry, to AUTHORIZE <br />THE LRRWMO CONSULTING ENGINEER TO INFORM ANOKA COUNTY THAT IT <br />APPEARS THERE IS A DEVIATION FROM THE PREVIOUS APPROVED <br />PERMIT. IN LIGHT OF THE FACT THAT THE PROPOSED PROJECT NOW <br />SEEMS TO POSE A HYDROLOGIC PROBLEM WITHIN THE CITIES OF <br />ANDOVER AND ANOKA, ANOKA COUNTY SHOULD PROVIDE A RELIEF FOR <br />THOSE POTENTIAL HYDROLOGIC PROBLEMS IN THE AREA SOUTH OF THE <br />RIGHT-OF-WAY SO AS TO REDIRECT THE DRAINAGE FROM THE WETLAND <br />INTO THE DITCH. ANOKA COUNTY SHOULD SUBMIT A REVISED PLAN <br />FOR T~iICING CARE OF THAT PROBLEM ALONG WITH ITS PLANS FOR <br />MITIGATION. <br />Upon further discussion on what level of government should <br />approach Anoka County, Schultz stated he has no problem <br />dealing with this; but felt Anoka County should still submit <br />a revised plan because they will be constructing a storm <br />sewer somewhere. Schultz confirmed that, as far as he knows, <br />Mr. Fisher has not yet been made aware there is a drainage <br />concern with this project. <br />Beduhn reminded the board he is working for Anoka County's <br />John Olson on another project; however, both parties pre- <br />viously agreed there was no conflict. <br />Jankowski reiterated Anoka, Andover, and Mr. Fisher should <br />get together and talk about this project and its potential <br />problems. Schultz again disagreed; the county should have to <br />submit a revised project plan to the LRRWMO. Haas concurred <br />with Schultz. Perry added that the county apparently has not <br />lived up to the original permit. <br />VOTE:- 4 ayes - 0 nayes. Motion carried. <br />Willis Langfeld Wetland Mitigation Plan Application #93-4 <br />Beduhn reported he inspected this Willis Langfeld project <br />site in Andover, and reported it seemed adequate. The <br />applicant's major concern was when he has to have completed <br />the restoration order in that the wet conditions were not <br />conducive to construction. Beduhn stated Mr. Langfeld might <br />not have to do the project if everything works out. Beduhn's <br />July 12, 1993, project update was reviewed. No LRRWMO action <br />taken; informational only. <br />
