LRRWMO Meeting Minutes <br />June 23, 1993 <br />Page 6 <br />representative John Jaschke requesting clarification of who <br />should be inspecting these wetland restoration sites. <br />Haas indicated he got a telephone call from Conservation <br />Officer Cathy Brehm indicating this board should be sending <br />copies of the approved project permits to her as well as to <br />the applicant and respective city offices. That way she is <br />aware of approved activity should she .come across a <br />violation. <br />The Administrative Secretary was directed to update the <br />policy relating to the permitting procedure to reflect Ms. <br />Brehm's request and bring it back for board consideration and <br />approval. <br />CONSIDERATION OF COMMUNICATIONS <br />BWSR Adoption of Wetland Conservation Act Permanent Rule <br />The board noted the May 27, 1993, memorandum from -John <br />Jaschke, Wetland Management Specialist, BWSR, addressing what <br />is ahead with the Wetland Conservation Act. Weaver stated <br />that documentation will be required in order to be eligible <br />for funding for water quality act enforcement by the local <br />units of government (LGU). Appropriate records must be kept' <br />after the adoption of the permanent program; records dealing <br />with cease and desist orders and any other work in the area <br />of pollution and water quality. As the memorandum indicated, <br />with these records BWSR will be able to confirm related <br />activities and allocate grant monies according to the formula <br />to be established. <br />Ferguson suggested perhaps that should become a regular <br />agenda item, "Status of Cease and Desist Orders". <br />Todd reported Andover will be including information on the <br />Wetland Conservation Act in its newsletter. <br />Haas reported the National Pollutant Discharge Eliminations <br />System (NPDES) will be effective January 1, 1994, from the <br />Pollution Control Agency (PCA) and will affect every city and <br />township in Minnesota and any site of five acres or more. <br />Mikkonen was directed to contact the PCA and request a copy <br />of the draft or final rules of the NPDES permit. <br />OLD BUSINESS <br />on <br />This agenda item was moved forward to accommodate Mr. <br />Pederson. <br />
