LRRWMO Meeting Minutes <br />June 23, 1993 <br />Page 7 <br />Haas provided a brief history of Cease and Desist Order #1518 <br />involving Randy Pederson, 16211 Verdin St. N.W., Andover. He <br />indicated Mr. Pederson is submitting a proposed mitigation <br />plan to correct the violation. He has also taken out an <br />LRRWMO permit application and submitted his $500 application <br />fee. <br />Mr. Pederson presented his proposed mitigation plan, utiliz- <br />ing maps of the area. He indicated he has taken soil <br />borings, done a survey, and could provide an aerial view of <br />the property in question. Mr. Pederson explained that when <br />he bought this property he contacted the City of Andover and <br />the Department of Natural Resources (DNR) in 1989, at which <br />time he was informed he could do anything on his property as <br />long as he did not plug ditches. He went on to describe the <br />work done on his property each year since the purchase. Mr. <br />Pederson stated this year's project on the property consisted <br />of the activity for which he was given a cease and desist <br />order due to his placing fill in wetlands. <br />Mr. Pederson stated he operates a game farm on which he <br />raises white-tailed deer. The area he disturbed is just <br />brush but is still evidentally considered wetland. He <br />indicated he has talked with LRRWMO Consulting Engineer Bob <br />Beduhn and had him review the proposed mitigation plan. <br />LRRWMO members reviewed the June 22, 1993, action description <br />and recommendation from Beduhn. Said correspondence indi- <br />cated Mr. Pederson has decided to partially abide by the <br />restoration and plans. to remove the fill from all filled <br />areas except two. The areas where fill is to remain consist <br />of approximately 2,991 square feet of wetland. The applicant <br />proposed to use the filled wetland areas as a road access to <br />isolate upland on his property and for food plots for wild- <br />life on his commercial farming operation. The applicant is <br />proposing to mitigate the filled areas on a 1:1 basis by <br />construction of new wetland areas and restoration of wetland <br />areas filled during the years prior to the Wetland Conserva- <br />tion Act. Mr. Beduhn's correspondence indicated the appli- <br />cant has expressed on interest in pursuing the purchase of <br />banked wetlands in lieu of the restoration and mitigation <br />plan. <br />Mr. Pederson stated he will remove the upland on the edge of <br />the pond to make up the difference of square footages. The <br />maps were again referred to for greater definition. <br />Mr. Pederson was informed the LRRWMO needs a copy of the <br />permit and three copies of the proposed mitigation maps. <br />
