LRRWMO Meeting Minutes <br />May 27, 1993 <br />Page 2 <br />due fora refund as of yet. No response has been received <br />from the other three member cities. <br />Be explained there are more funds in the permit account than <br />there are in the savings account because he invested much of <br />the money from savings in a certificate of deposit in <br />anticipation of the City of Ramsey paying its dues, which has <br />been done. With the $3,700 now available from Ramsey, there <br />are funds available should the board direct that any remain- <br />ing permit balances be refunded. <br />The account balances for the period ending April 30, 1993, <br />was: checking account, $10.00; interest bearing savings <br />account, $1,768.49, less the permit account balance of <br />$2,563.39, for a total savings account balance of -$794.90; <br />and certificates of deposits, $17,000.00; for a total balance <br />of $18,778.49. <br />Motion was made by Perry, seconded by Weaver, to ACCEPT THE <br />TREASURER'S REPORT AS PRESENTED. <br />4 ayes - 0 nayes. Motion carried. <br />PAYMENT OF BILLS <br />Knutson presented the bills to be considered for payment: <br />Anoka County Soil and Water Conservation District, <br />$600.00, for the 1993 lake monitoring program. <br />-- Barr Engineering, $536.17. Considerable discussion <br />ensued. <br />With regard to the Barr Engineering bill, Knutson explained <br />that $195 of it was for the review of a City of Andover <br />wetland issue. Beduhn explained he was called in by Andover <br />representative Todd Haas as a member of the LRRWMO's <br />Technical Advisory Committee to review the wetland cease and <br />desist order sites. Other committee members present at the <br />sites were representatives from the Board of Water and Soil <br />Resources (BWSR), the Anoka County Soil and Water Conserva- <br />tion District (SWCD), and city representatives. <br />Beduhn went on to explain the procedure whereby when these <br />individuals are tagged for illegal activities in wetlands, <br />the Department of Natural Resources (DNR) issues the order to <br />restore the site. Should these individuals wish to pursue <br />the issue with a mitigation plan, they must submit these <br />plans to the LRRWMO for approval. He stated that is why he <br />is called to the site as a representative of the LRRWMO, in <br />case of mitigation. <br />
