h ~ <br />LRRWMO Meeting Minutes <br />July 21, 1994 <br />Page 3 <br />Jankowski noted that the budget has not been spent, resulting in a build up of reserves. <br />Because of this, he stated he does not want to increase the 1995 budget by the full $11,000 <br />needed to complete Phases 1-4. <br />Knutson pointed out that legal expenses may also increase since the Plan will need to be <br />reviewed by Pearson. He added that it will also result in more administrative work by Ban <br />Engineering than experienced in previous years. <br />Jankowski suggested a reasonable 1995 budget would be $14,000 plus the $4,000 in permit <br />revenues. Knutson pointed out that budgeting too close could leave the LRRWMO without <br />cash reserves and if something unexpected comes up they will have to go back to member <br />cities to request more funding. <br />Weaver suggested Knutson prepare different scenarios for the 1995 budget (fully budget for <br />Phases 1-4, partial budget for Phases 1-4, with grant, without grant, etc.) for consideration <br />at the August meeting. <br />Weaver commented on the need to make member cities aware of their funding dilemma and <br />impact if they don't have sufficient revenues. Knutson agreed and noted that while the <br />LRRWMO anticipates a Plan update expenditure of $33,000, the 1995 budget may only be <br />increased by $11,000. Also, the Plan update expenditure is a one time increase. <br />Consensus was reached to table consideration of the 1995 Budget to the August 18, 1994 <br />meeting and request Iknutson to prepare budget information as discussed. <br />JOINT POWERS AGREEMENT -UPDATE RE: CITY ATTORNEY'S OPINIONS <br />Jankowski stated that he sent Pearson (LRRWMO Attorney) a copy of the proposed <br />amendments but Pearson is currently on vacation. <br />Consensus was reached to table consideration of the JPA to the August 18, 1994 meeting <br />pending response from Pearson and member city's attorneys. <br />CONSIDERATION OF COMMUNICATIONS <br />Jankowski reviewed the correspondence and notices contained in the Chair's Folder, noting <br />they do not require action. <br />Informational; no action required. <br />
