LRRWMO Meeting Minutes July 13, 1994 Page 2 Beduhn explained how this type of funding is usually distributed and reported that the funds may be available by the beginning of September. He reviewed the letter he sent to Bob Hutchinson dated July 6, 1994 which formally requested the County's assistance in applying for this grant and outlining the LRRWMO's intent. RESOLUTION #94-2 Weaver introduced the following resolution and moved its adoption: RESOLUTION OF THE LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION (LRRWMO) ACCEPTING AUTHORITY TO APPLY FOR AND ADMINISTER BWSR LWRPMP CHALLENGE GRANT The motion for the adoption of the foregoing resolution was seconded by Haas. Roll call vote: Jankowski, aye; Ferguson, aye; Haas, aye; and Weaver, aye. Motion carried. RESOLUTION #94-3 Haas introduced the following resolution and moved its adoption: RESOLUTION OF THE LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION (LRRWMO) AUTHORIZING USE OF LRRWMO FUNDS OR IN-KIND SERVICES AS THE LOCAL MATCH TO STATE GRANT FUNDS The motion for the adoption of the foregoing resolution was seconded by Ferguson. Roll call vote: Jankowski, aye; Ferguson, aye; Haas, aye; and Weaver, aye. Motion carried. A motion was made by Weaver, seconded by Ferguson, to direct Bob Beduhn to finalize and submit the LWRPMP challenge grant application. Vote: 4 ayes, 0 nays. Motion carried. Discuss Ban Eneineerin~ Proposal -Phases 1-4 Jankowski asked if the data to be collected in Phases i-4 is similar to work done for Basset Creek. Beduhn responded the process is similar but on a bigger scale. He explained they will have to inventory water resources, and contact all regulatory agencies to gather data in a fairly exhaustive search. The data will then need to be analyzed to determine if it meets water quality goals established by the State. Goals and policies will then be prepared for review and comment by the LRRWMO. Jankowski summarized that the culmination of Phases 1-4 is to gather data, establish goals and then determine how to accomplish those goals. Beduhn agreed and reviewed different issues that will need to be addressed. He stated they will prepare a list of goals and policies on how to achieve those goals which will be used to prepare the plan. Weaver asked if the goals and policies will be the same as adopted by other watersheds. Beduhn explained they will not be the same but similar. He further explained how policies can be different between water basins and the need to address the Wild and Scenic River Act, Critical River Act and the potential for some overlapping of criteria.
