LRRWMO Meeting Minutes <br />July 13, 1994 <br />Page 2 <br />Beduhn explained how this type of funding is usually distributed and reported that the funds <br />may be available by the beginning of September. He reviewed the letter he sent to Bob <br />Hutchinson dated July 6, 1994 which formally requested the County's assistance in applying <br />for this grant and outlining the LRRWMO's intent. <br />RESOLUTION #94-2 <br />Weaver introduced the following resolution and moved its adoption: <br />RESOLUTION OF THE LOWER RUM RIVER WATERSHED MANAGEMENT <br />ORGANIZATION (LRRWMO) ACCEPTING AUTHORITY TO APPLY FOR AND <br />ADMINISTER BWSR LWRPMP CHALLENGE GRANT <br />The motion for the adoption of the foregoing resolution was seconded by Haas. Roll call <br />vote: Jankowski, aye; Ferguson, aye; Haas, aye; and Weaver, aye. Motion carried. <br />RESOLUTION #94-3 <br />Haas introduced the following resolution and moved its adoption: <br />RESOLUTION OF THE LOWER RUM RIVER WATERSHED MANAGEMENT <br />ORGANIZATION (LRRWMO) AUTHORIZING USE OF LRRWMO FUNDS OR IN-KIND <br />SERVICES AS THE LOCAL MATCH TO STATE GRANT FUNDS <br />The motion for the adoption of the foregoing resolution was seconded by Ferguson. Roll <br />call vote: Jankowski, aye; Ferguson, aye; Haas, aye; and Weaver, aye. Motion carried. <br />A motion was made by Weaver, seconded by Ferguson, to direct Bob Beduhn to finalize and <br />submit the LWRPMP challenge grant application. Vote: 4 ayes, 0 nays. Motion carried. <br />Discuss Ban Eneineerin~ Proposal -Phases 1-4 <br />Jankowski asked if the data to be collected in Phases i-4 is similar to work done for Basset <br />Creek. Beduhn responded the process is similar but on a bigger scale. He explained they <br />will have to inventory water resources, and contact all regulatory agencies to gather data in <br />a fairly exhaustive search. The data will then need to be analyzed to determine if it meets <br />water quality goals established by the State. Goals and policies will then be prepared for <br />review and comment by the LRRWMO. <br />Jankowski summarized that the culmination of Phases 1-4 is to gather data, establish goals <br />and then determine how to accomplish those goals. Beduhn agreed and reviewed different <br />issues that will need to be addressed. He stated they will prepare a list of goals and policies <br />on how to achieve those goals which will be used to prepare the plan. <br />Weaver asked if the goals and policies will be the same as adopted by other watersheds. <br />Beduhn explained they will not be the same but similar. He further explained how policies <br />can be different between water basins and the need to address the Wild and Scenic River <br />Act, Critical River Act and the potential for some overlapping of criteria. <br />
