J - ~ LRRWMO Meeting Minutes July 13, 1994 Page 3 Weaver questioned who is the lead agency, and Beduhn explained that BWSR has the final approval of the Water Management Plan, but they rely on comments from other agencies. He further explained that after agency review and comment, the LRRWMO will have the opportunity to make changes or justify why they feel a change should not be made. Weaver asked if perhaps the LRRWMO should wait until some other watershed gets their plan approved and then follow the same process. Beduhn explained that several other plans are close to completion and will be submitted shortly for first reviewal. He noted that the LRRWMO is taking a modest approach in applying for grants and he does expect any large conflict issues. Beduhn noted there will be some bookkeeping and reporting requirements with this grant which he will work out with Jim Knutson, Deputy Treasurer. Consensus was reached to take no action regarding Phases 1-4 until it is known whether the grant is approved and to request Beduhn to provide a follow up regarding how other watershed plans are being viewed by BWSR and other commenting agencies. Joint Powers Agreement (JPA) Update Jankowski reported that he met with the concerned Ramsey Councilmember regarding the JPA who reviewed the proposed wording and is satisfied with it. He added that he also submitted the proposed wording to Curt Pearson (LRRWMO Attorney) but Pearson is on vacation until July 20, 1994. Ferguson reported Ottensmann reviewed the wording and suggested a small, minor, wording change regarding the use of "sub-watershed" for the sake of consistency. The JPA is on the July 21, 1994 agenda for further discussion. ADJOURNMENT A motion was made by Ferguson, seconded by Weaver, to adjourn the meeting. Vote: 4 ayes, 0 nays. Motion carried.
