LRRWMO Meeting Minutes <br />February 17, 1994 <br />Page 4 <br />The motion for the adoption of the foregoing resolution was seconded by Haas. •Roll call <br />vote: Jankowski, aye; Ferguson, aye; Haas, aye; and Weaver, aye. Motion carried. <br />CONSIDERATION OF JOINT POWERS AGREEMENT <br />Ferguson reviewed the history of revisions to the JPA and Ottensmann's request to eliminate <br />sections already governed by State Statute. Ferguson stated he had revised the JPA as <br />previously discussed and agreed upon. The Boazd reviewed the revised JPA in detail. <br />Jankowski pointed out that Section VIII, Finances, indicates the Treasurer (Ferguson) is <br />bonded for $10,000. He asked if the Deputy Treasurer (Knutson) should also be bonded. <br />Since Knutson had already been excused form the meeting, Schultz stated he will check with <br />him regarding this issue. <br />With regard to Section X, Duration, Ferguson reported Ottensmann felt a 20 yeaz <br />agreement was too long and suggests 10 years. Weaver and Schultz agreed a 20 yeaz term <br />may be too long since wetland regulations and technology aze constantly changing. <br />Consensus was reached to include a ten year term in Section X, Duration, Subdivisions 1 <br />and 2, with the term of this agreement expiring January 1, 2005. <br />Jankowski noted there may be areas in the JPA that reference previous section numbers <br />which no longer accurately reflect the correct section (they may have been eliminated or <br />renumbered). He suggested the JPA be retyped and proof read to assure the section <br />numbers correctly correspond to references made. <br />Consensus was reached to direct the Administrative Secretary to retype the JPA as <br />discussed, and to proof read it to assure correct references, section and subsection <br />numbering. Once completed, the JPA will be submitted to member City Councils for <br />approval_ <br />Jankowski stated his Council may raise questions regazding cost sharing and vote ratios. <br />Weaver pointed out that the LRRWMO benefits greatly from Coon Rapids' input and he <br />appreciates their full-time participation and the wealth of information they provide even <br />though just a small part of their city falls under LRRWMO jurisdiction. <br />Schultz explained this same discussion was raised previously and it was felt that Coon Rapids <br />would be one organization that could provide an objective view of the issues. <br />Weaver thanked Ferguson and Ottensmann for the time taken to thoroughly review the JPA, <br />recommend changes, and type the draft JPA. <br />
