LRRWMO Meeting Minutes <br />February 17, 1994 <br />Page 6 <br />Motion was made by Haas, seconded by Ferguson, to approve LRRWMO Application #93- <br />12, Peninsula Park/Two Rivers Historical Park, as revised subject to plan and capacity <br />review by Bob Beduhn and the addition of new and/or existing silt fence as requested at the <br />January 20, 1994 LRRWMO meeting. Vote: 4 ayes, 0 nays. Motion carried. <br />LRRWMO Application #93-14 -Wetland Excavation -Brian Westlund <br />Haas explained this application involves a request to excavate 10,440 square feet of Type II <br />wetland to create an open water pond adjacent to Westlund's house. This activity is allowed <br />since it does not drain or fill the wetland. He explained Beduhn recommends the LGU <br />issue the applicant a No Loss Certificate to provide proof for the landowner that the <br />proposed activities are not subject to WCA permitting. <br />Jankowski agreed the Wetland Conservation Act does not address dredging. He suggested <br />there be apre-construction and post-construction inspection by Bob Beduhn and a No Loss <br />Certificate issued which can be copied to Cathy Brehm, DNR Conservation Officer. <br />Weaver agreed and suggested the permit be approved and given to Beduhn who can <br />complete the pre-inspection and give the Certificate to the property owner. Once final <br />inspection is made and approved by Beduhn, the LRRWMO can release remaining escrows. <br />Motion was made by Weaver, seconded by Ferguson, to approve LRRWMO Application <br />#93-14, Wetland Excavation by Brian Westlund as submitted and authorize the execution <br />of a No Loss Certificate which Beduhn will deliver to the applicant upon proper pre- <br />construction inspection. Beduhn will follow through with this project, complete post- ~, <br />construction inspection and provide the LRRWMO with a recommendation regarding <br />approval and release of remaining escrows. Vote: 4 ayes, 0 nays. Motion carried. <br />Haas questioned whether Beduhn had received the most recent section of the WMO Plan <br />regarding protected wetlands. He stated he would call Beduhn and address this concern: <br />LRRWMO Application #94-O1 - Walgreens Drue <br />Schultz reviewed plan sheets for a proposed Walgreens Drug at Main and Ferry Streets. He <br />pointed out the location of the existing buildings which would be removed and the drainage <br />patterns. <br />Jankowski asked if the plans provide for sedimentation control. He explained he worked <br />with a similaz situation where someone wanted to blacktop from property line to property <br />line to build self-storage units. <br />Schultz reviewed Beduhn's recommendation for a six foot diameter manhole and that each <br />catch basin will act as a sedimentation sump 4 feet deep for sediment storage. <br />
