LRRWMO Meeting Minutes
January 19, 1995
Page 5
Lobermeier asked if the LRRWMO wants anything else reflected in the Plan update.
Jankowski, Haas and Schultz indicated that water quality of Class A and B waters is
important and this has been reflected in LRRWMO requirements for sedimentation ponds,
sumps and catch basins.
Ferguson explained the permitting process allows the LRRWMO with the capability of
reviewing the project and giving input. The actual details of that aze usually worked out by
the cities.
Schultz added that the LRRWMO has always operated, and it is the intent, that each
community would take care of their own problems and if two communities are involved an
can't solve the problem, they would come before the LRRWMO to resolve the issue.
Lobermeier commented on the need for uniform guidance between member communities.
Lobermeier then provided a detail review of his letter dated January 13, 1995 which outlined
work to be completed, method of compensation, responsibilities and schedule for completing
work. Because of the 45 day time lag, he suggested the LRRWMO authorize SEH to begin
the process of requesting input and data from agencies even if the contract has not been
formally acted on or signed.
With regard to the matching grant for Tasks 1-4, Lobermeier indicated SEH will separate
their invoice to facilitate this reimbursement. He pointed out that the grant amount is more
than will be requested for reimbursement based on their proposal. Keehn, SEH, explained
that since they will not utilize the full grant amount, the LRRWMO could do additional
detailed maping, etc. during the first four tasks which would then qualify for one-half
payment through the grant.
Jankowski responded that the LRRWMO did discuss that issue and recognize the SEH costs
for Tasks 1-4 will be less than proposed by Barr Engineering and, therefore, the LRRWMO
will receive less grant money.
Keehn recommended SEH go forwazd as proposed and if the LRRWMO concludes some
information is lacking, that it be generated in the first four tasks so it is eligible for
reimbursement through the grant.
Weaver stated he understood the SEH proposal and costs as agreed to would provide all the
information needed, without exception, so they will not be asked to pay for additional items
or information. Lobermeier assured the LRRWMO that -their proposal of $26,400 does
include enough information to satisfy regulating agencies, but they were not awaze of the
grant application when preparing their proposal.
