LRRWMO Meeting Minutes <br />September 21, 1995 <br />Page 3 <br />prepared a local plan which is approved by their WMO, they can then assume all permitting <br />responsibilities. <br />Haas reported that he will be unable to attend the October 19, 1995 meeting but would like <br />to be part of the permitting discussion. Haas noted that some City or private projects may <br />not need permits because they do not affect a Class A or B water, but maybe they should <br />be required to obtain a permit from the WMO. <br />R:r.,>) <br />Jankowski questioned whether all painary plats should be subject to WMO review. If <br />the final plat is consistent with the preliminary plat, no further review would be needed. <br />Lobermeier asked if it is the intent of the LRRWMO to continue the permitting <br />requirement once each member City has adopted a Local Plan, or if permits would not be <br />subject to LRRWMO review if they are consistent with the adopted Plan. <br />Schultz commented on the positive benefits of having a higher organization provide review, <br />especially if there are political pressures at the local level. Jankowski concurred and noted <br />there are also benefits of uniformity and in meeting together to discuss and exchange ideas. <br />Ottensmann pointed out that Coon Rapids is a member of two WMO's and would prefer <br />if Coon Rapids could issue permits instead of the' LRRWMO. He noted that it also <br />depends on the organization and staff level the City has. <br />Lobenneier summarized that the LRRWMO permitting process is working well, even if <br />different than he has seen in other organizations. <br />Weaver concurred and pointed out that the developers are paying their costs (not <br />constituents) so they make sure they have something credible prior to submittals to avoid <br />additional costs. Also, the LRRWMO is not duplicating review. <br />SEH Billing Procedure <br />Lobermeier distnbuted and reviewed a reconstructed invoice format which shows project <br />progress and the invoice summary report. He explained this format lists the tasks which <br />qualify for Challenge Grant reimbursement. <br />BWSR Review Priority <br />Lobermeier reported that BWSR has established a priority schedule for agencies to submit <br />their Plan update for review. The LRRWMO is scheduled for submittal on June 1, 1996. <br />Lobermeier explained that plans submitted prior to the date assigned will not be reviewed <br />any earlier and noted that this maybe advantageous because it will allow time to determine <br />how BWSR is viewing other Plans. Lobenneier provided an explanation of the concurrent <br />review process. <br />
