LRRWMO Meeting Minutes <br />September 21, 1995 <br />Page 4 <br />Use of Advisorv Committee <br />Lobermeier advised BWSR is encouraging the use of an Advisory Committee through the <br />planning process. Some WMO's have assembled a committee of residents, while others have <br />indicated the community is already represented in the membership of their organization. <br />Lobermeier explained he is uncomfortable with BWSR saying every organization must have <br />an advisory committee when it is not an actual requirement in the Statute and will do some <br />further checking. <br />NURP Standards <br />Lobermeier advised Vadnais Heights incorporated storm sewer ponding NURP standards <br />in their updated Plan. Because of Met Council's indication they will require NURP <br />standards before approving a Comprehensive Use Plan, Lobermeier requested the <br />LRRWMO consider the language and determine if they want to add it to the performance <br />part of the Plan, and if so, when they want to apply those standards (perhaps not based on <br />the size of parcel but the CA value that would require a NURP pond). <br />Block Grant Funds for Implementing WMO Plans <br />Lobermeier reported that Washington County is making block grant funds available for <br />implementation of WMO Plans. He noted if similar funding is available in Anoka County, <br />there maybe some projects the LRRWMO would be interested in funding through a similar <br />50%/50% matching grant. <br />Lobermeier noted that Schultz has previously indicated there may be a dam study completed <br />in 1996 and perhaps the dam should be viewed as less of an Anoka facility and more long <br />term as a WMO feature. He explained that perhaps this type of project is something that <br />could be funded through block grant funds, if available. He advised that the implementation <br />plan needs to address how to handle a project involving the dam. <br />Jankowski reported he held some discussion with the Ramsey Council regarding possible <br />joint projects involving the dam and agreed it needs to be addressed. <br />CONSIDERATION OF COMMUNICATIONS <br />Review Correspondence in Chair's Folder <br />Jankowski reviewed the correspondence and notices contained in the Chair's Folder. <br />Informational; no action required. <br />
