LRRWMO Meeting Minutes <br />September 21, 1995 <br />Page 6 <br />to be constructed for access will not infringe on the wetland area so there will be no loss of <br />wetland. He advised the SA station will contain a caz wash. <br />In response to Schultz, Cronin pointed out the location of silt fencing. Schultz commented <br />on the need for a skimmer to address debris. He advised that Obermeyer (Barr <br />Engineering) had indicated a skimmer will be needed since the inverted pipe would still <br />allow debris to pass should the pond overIlow. <br />A short discussion was held regarding the use of an inverted pipe versus a skimmer. Cronin <br />stated they will construct the skimmer if the LRRWMO so requests. He advised all other <br />comments by Obermeyer have been included in the revised plans. <br />Moved by Weaver, seconded by Ottensmann, to approve LRRWMO Permit #95-14 for the <br />construction of a SuperAmerica Station in the northwest quadrant of the intersection of <br />TH47 and CR116 in Ramsey subject to the ten conditions as detailed in Bob Obermeyer's <br />memorandum dated September 15, 1995. Vote: 4 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #95-15 -Warta Residence -Andover <br />Jankowski noted Permit 95-15 is to modify 5,440 square feet of Type II wetland area to <br />Type IV wetland. This is a private project to be completed by the property owners, Chris <br />and Tom Warta. The LRRWMO reviewed Obermeyer's memorandum and recommendation <br />for approval subject to six conditions. <br />Ottensmann noted the number of outstanding issues and need for other agency permits. He <br />questioned whether this application was sufficiently complete for consideration. <br />Haas explained a DNR permit will not be required since it is not a DNR protected wetland. <br />He stated he understood the applicant's desire to dredge out the wetland to create open <br />water, but was unaware they intended to place a sand layer along the bottom of the <br />excavated azea. It was noted that Obermeyer recommends this sand layer not be allowed <br />without further mitigation requirements. <br />Ottensmann questioned whether their intention was to create a recreation azea for <br />swimming. Haas stated he was unsure. <br />Weaver noted if the sand layer is to be placed, 2:1 mitigation would be required. <br />Ottensmann concurred and commented it will be difficult to determine how mitigation would <br />be applied. <br />Jankowski questioned the need for mitigation if the sand layer only brings the elevation back <br />to pre-dredging conditions. <br />
