s <br />LRRWMO Meeting Minutes <br />July 20, 1995 <br />Page 2 <br />if approved, will bring forward a reserve balance of $10,000 in 1996. Knutson suggested <br />members review this information for final action at the August 17, 1995 meeting when the <br />formal resolution can be presented and adopted. <br />Knutson stated he has already submitted this information to his staff but not heard back <br />from them. <br />Weaver pointed out once you remove $16,700 for permit review, this is a "bare bones" <br />budget for the LRRWMO. Knutson concurred and further pointed out the funding level <br />is back to that experienced in 1992 even though there has been a large increase in activity <br />and number of permits. Weaver noted this budget will carry forward a significant reserve <br />which is a fairly high percentage of the total budget. Knutson agreed and informed the <br />$10,000 reserve balance to be carried forward equals 50% of the total budget. <br />Jankowski indicated the 1996 budget will not include funds for the Plan update and member <br />cities will realize the assessment has returned to the previous level. <br />Knutson explained the budget will need to be adopted by August so it can be forwarded to <br />member cities for inclusion in their budgets. <br />Weaver and Haas indicated a preference to consider adoption at this time, subject to <br />inclusion in resolution format. <br />Motion was made by Weaver, seconded by Ferguson, to adopt Resolution 95-3 to adopt the <br />1996 budget. Vote: 4 ayes, 0 nays. Motion carried. <br />Submit Second Quarter WCA Grant Reimbursements <br />Jankowski reported he received notice from Anoka County indicating they have notified <br />BWSR accepting administration of the Challenge Grant and will be sending the check to the <br />LRRWMO. <br />Jankowski stated he also received a letter from Anoka County requesting the second quarter <br />report on WCA activity. <br />Knutson explained he prepared but did not send them the first quarter report because the <br />LRRWMO was over-reimbursed. in 1994 in that it should have been a matching grant and <br />the LRRWMO received the full reimbursement. Therefore, the majority of costs this year <br />will not be received until this over-reimbursement is addressed. Knutson requested members <br />to provide him with second quarter information so he can prepare the report. <br />Not available; placed on August 17, 1996 agenda. <br />
