LRRWMO Meeting Minutes <br />July 20, 1995 <br />Page 3 <br />PAYMENT OF BILLS <br />Knutson presented bills for payment as follows: Timesaver Off Site Secretarial for $299.91, <br />Barr Engineering for $1,287.05 (86% permits, 4% administration and 10% WCA Grant), <br />SEH for $672.26 for Plan Revision. <br />It was noted the $168.26 Barr Engineering administration expenses for February remains <br />unpaid with the expectation it will be paid by Rosella Stonsteby. <br />Motion was made by Ferguson, seconded by Weaver, to authorize payment to Timesaver <br />Off Site Secretarial for $299.91, Barr Engineering for $1,287.05, and SEH for $672.26. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />NEW LRRWMO ENGINEERING REPRESENTATIVE FROM BARR ENGINEERING <br />Schultz advised that Bob Beduhn is no longer working at Barr Engineering so Bob <br />Obermeyer has been appointed to the LRRWMO account. He explained that Obermeyer <br />planned to attend the meeting today and introduce himself, but was unable to due to a <br />meeting conflict. However, Obermeyer will attend the August 17, 1995 meeting. <br />REVIEW PLAN UPDATE -SEH -GOALS & POLICIES <br />Lobermeier and the LRRWMO reviewed the Goals & Policies section of the Plan and <br />concurred to make the following changes: <br />Policy 1.3 "The member cities will encouraee developing regional detention areas, <br />wherever practical." <br />1.11 Delete (renumber 11.12 and 11.13) <br />2.3 Spell out Best Management Practices <br />2.6 "All on-site waste water systems will be the responsibility of the owner." <br />2.10 "Newly constructed water bodies should be encoura eg d to have a <br />naturally vegetated buffer strip between the water body and maintained <br />area if the water body requires limited phosphorus loadings." <br />3.2 "Buffer zones of natural vegetation are encouraeed around ponds and <br />wetlands to provide habitat for wildlife:' <br />4.2 Lobermeier to reword and provide several alternatives/options. <br />7.5 "Wetland banking opportunities will be pursued by the member Cities <br />and/or LRRWMO in accordance with the Wetland Conservation Act " <br />8.3 Lobermeier to reword so more open-ended. <br />9.1/2 Lobermeier to reword to clarify regulatory responsibility based on legal <br />option to be received. <br />11.8 Lobermeier to draft wording to include documentation requirements <br />for LRRWMO, their attorney and engineering firms, as well as <br />indication of "ownership" of documentation. <br />
