LRRWMO Meeting Minutes July 20, 1995 Page 4 Weaver commented on the need for consistency in the use of "shall", "may", and "should" since "shall" is considered mandatory while "may" is considered discretionary. Lobermeier advised SEH is attending the public hearings held today by PCA regazding their new proposed guidelines. He stated he will provide a report on this meeting, if requested. Lobermeier encouraged members to note areas of high water and obtain elevation documentation after heavy rains aze experienced. With regard to the Land and Water Resources Inventory section, Lobermeier advised he has obtained the electronic mapping from Anoka County and will begin report drawings. Jankowski suggested Ramsey's zoning map be used. Lobermeier reviewed the Table of Contents and review schedule, noting the proposed time frame indicates the first review will be completed by the first of the year. He then advised regarding Legislative changes allowing the review process which can now be done concurrently; however, any comments received must be sent back to all agencies for their review of the LRRWMO response. He also advised BWSR is now creating a schedule for WMO's to complete their plan update which allows them to "meter out" the number of plans they have to review within a given time. Lobermeier distnbuted Draft No. 2 of the Plan Update which included revisions to-date. It was noted the Executive Summary will be reviewed at the next meeting.
