Coon Rapids & Ramsey <br />The LRRWMO accepted Anoka's Second Quarter 1995 Report as submitted by Schultz. <br />Andover, Coon Rapids and Ramsey reports not available; placed on August 17, 1995 <br />agenda. <br />OLD BUSINESS <br />Joint Powers Agreement -Update Re: Ramsev <br />Jankowski advised that Ramsey has ratified the JPA as modified to include Pearson's <br />suggestion to remove the section on default financing and leave it to a negotiated settlement <br />with arbitration should a negotiated settlement not be reached. <br />Weaver and Ferguson indicted they will place this on an upcoming Council agenda. <br />Tabled pending ratification by Anoka, Andover and Ramsey City Councils. <br />NEW BUSINESS <br />LRRWMO Permit #95-7 -Russ Johanson -Wetland Bankine <br />LRRWMO Permit #94-16 -Steven Fries <br />Haas reviewed that at the June 15, 1995 meeting, the LRRWMO approved a motion to <br />accept the offer of Steven Fries to provide for 1.45/1 mitigation. Since that time, he met <br />with Weaver, Kathy Brehm, Tony Brough and Fries to review the history of this project <br />since 1991. After hearing that information, he and Weaver determined the LRRWMO has <br />no choice but to require Fries to provide the 2/1 mitigation called for under the Permanent <br />Rules of the WCA. Therefore, the matter is back for further consideration. <br />Haas explained Fries is to have an agreement reached at the meeting today as to whether <br />mitigation will be on-site or off-site from another individual. Russ Johanson has property <br />available for banking and was sent a letter in February of 1995 regarding the process to take <br />but did not complete the process by the June 30, 1995 deadline. Now, Johanson has <br />requested the LRRWMO to reconsider and waive this deadline so he can complete the <br />banking process and sell a portion to Fries which will allow him to meet the 2/1 mitigation <br />requirement. <br />Johanson pointed out the February 9, 1995 letter did not include any indication of a June <br />30, 1995 deadline. He explained the process he has been involved in and advised Chris Lord <br />of the Anoka Conservation District has inspected the property, measured the area, and <br />determined that 13,930 square feet or .32 acres is eligible for banking purposes.
