LRRWMO Meeting Minutes <br />June 15, 1995 <br />Page 8 <br />In response to Weaver's question, Schultz explained funding for reconstruction of the dam <br />25 years ago was received from the City of Anoka, Anoka County and the D1VR. <br />Jankowski questioned whether there could be issues other than the dam, such as the depth <br />fluctuation of the pool and/or environmental issues. Schultz noted the City of Anoka has <br />addressed those types of issues, but they aze not the WMO's problem. <br />Jankowski questioned the cost funding for replacing the boazds. Schultz concurred and <br />asked whether Ramsey should also share in the yeazly maintenance. Jankowski asked if it <br />would be fair for that type of contnbution to be based on a formula using 42% of the City's <br />evaluation. <br />Schultz suggested the assessment azea along the Rum River which is attributable to the dam <br />be defined, such as a certain number of feet from the River, or the azea within the Rum <br />River Corridor, etc. Jankowski stated this is why he is more comfortable with a negotiated <br />settlement. <br />Schultz reported that the majority of calls concerning timing for placement of the boazds and <br />pool level comes from Ramsey residents. Jankowski stated he is not implying Ramsey does <br />not benefit from the dam, but the issue is how to equitably distribute the costs. <br />Schultz stated if this is the issue, then it should be dealt with separately as an addendum to <br />the JPA. <br />Weaver noted when the JPA was first developed by the LRRWMO, the dam was a point <br />of specific discussion and the agreement at that time was to leave it out of the JPA. He <br />believed it was appropriate to include the dam as a specific source of agreement for use in <br />the future when a project does come up, perhaps as an addendum. Weaver supported <br />Pearson's recommendation and proceeding, and to identifying the dam issue as a sepazate <br />source of agreement. <br />Jankowski suggested the dam be addressed within the Management Plan. Lobermeier <br />explained this was identified as a potential project in the original Plan but no strategy is <br />included on how it would be done or funded. He indicated it may be better to have a <br />sepazate strategy in the Plan. Jankowski stated it maybe several years before the cities have <br />to do anything with the dam, but he felt it was appropriate to address it in the Plan. <br />Schultz estimated it cost about $20,000 for a complete inspection of the dam and reviewed <br />the findings of the last inspection and repairs that may need to be made in the near future. <br />He advised Anoka's 1997 budget and 5 yeaz Capital Improvement Plan includes $50,000 but <br />staff has not looked into funding sources. He pointed out that all of Anoka County uses this <br />River so he expects they will be asked to contribute. <br />
