<br />LRRWMO Meeting Minutes <br />May 18, 1995 <br />Page 3 <br />Haas commented that Ban Engineering should not be doing any work for Rozella Stonsteby, <br />or anyone else, who has not applied and paid for an LRRWMO Permit. He stated these <br />individuals should be refereed back to their respective city for information. <br />Schultz agreed and noted that otherwise the LRRWMO is providing free engineering <br />services to anyone who calls Bare Engineering. He suggested Stonsteby be billed for these <br />expenses. <br />Ferguson stated he thought the LRRWMO had previously given Ban Engineering direction <br />that those types of requests should be refereed back to the city, and if they are not following <br />this procedure, then maybe it should be Ban Engineering's responsibility. <br />Schultz suggested that Andover send a billing to Stonsteby and if paid, Ban Engineering be <br />reimbursed. <br />Motion was made by Schultz, seconded by Ferguson, to authorize payment to Barr <br />Engineering for $75 for February administrative expenses and request the City oP Andover <br />to bill Stonsteby for the remaining $168.26. If paid, Andover will reimburse Barr <br />Engineering for these costs. Vote: 4 ayes, 0 nays. Motion carried. <br />WCA Grant Matching Fund Requirement <br />Knutson advised he recently reviewed the WCA Grant requirements and determined the <br />LRRWMO is required to provide matching funds. However, the LRRWMO has requested <br />(and received) 100% reimbursement. He advised the first quarter 1995 reimbursement <br />request is for $762 and suggested it not be submitted since BWSR has overpaid in 1994. <br />Jankowski stated he will contact BWSR regarding this matter and report on it at the next <br />meeting. He urged members to keep track of all time spent enforcing the WCA. <br />Challenge Grant Funds <br />Jankowski advised that BWSR has now indicated they will not allow the LRRWMO to <br />administer Challenge Grant Funds ($5,200) and will require that it be administered by <br />Anoka County. It was noted that the Anoka County Board of Commissioners did adopt a <br />resolution in July of 1994 transferring the ability to receive the grant to the LRRWMO, but <br />apparently this is not acceptable to BWSR due to an Attorney General's ruling. <br />Jankowski stated he spoke with Bob Hutchinson, Anoka County, who suggested the <br />LRRWMO adopt a resolution requesting Anoka County to reconsider and accept the $5,200 <br />Challenge Grant funds on behalf of the LRRWMO and authorize Chair Jankowski to <br />execute all necessary documents for transference of the grant to the LRRWMO. <br />
