LRRWMO Meeting Minutes <br />May 18, 1995 <br />Page 5 <br />Letter from Ramsey re: Leshovsky Excavation <br />Members reviewed the May 9, 1995, letter from the City of Ramsey to Dean Leshovsky <br />advising him that it is not permissible to fill wetlands under the WCA. <br />Jankowski advised the DNR determined a permit is not required from them; however, a <br />LRRWMO permit may be required if the wetland is impacted. He stated he reviewed <br />Leshovsky's plans and it appears there is no place to deposit materials on high land. <br />Jankowski has suggested to Leshovsky that he contact the Anoka Conservation District to <br />determine if the location he is placing fill is on high land. <br />Haas noted that the Water Management Plan identifies certain wetlands the LRRWMO <br />wants to preserve and if this is one of them, a LRRWMO permit would be required. <br />Jankowski indicated he would contact Leshovsky to obtain more details and reiterate the <br />need for a LRRWMO permit if the wetland is impacted. <br />REPORT OF OFFICERS <br />Third Quarter 1994 Reports -Coon Rapids <br />Coon Rapids report not available; placed on June 15, 1995 agenda. <br />Fourth Quarter 1994 Reports -Coon Rapids & Ramsey <br />Coon Rapids and Ramsey reports not available; placed on June 15, 1995 agenda. <br />First Quarter 1995 Reports -Coon Rapids & Ramsey <br />Coon Rapids and Ramsey reports not available; placed on June 15, 1995 agenda. <br />OLD BUSINESS <br />Joint Powers Aereement -Update Re: Ramsev <br />Jankowski advised he has talked with Ramsey Mayor Hardin regarding wording <br />modifications to indicate funding for capital improvement project will be directed solely to <br />negotiated settlement among benefited parties; however, Section 7, Sub. 6 details arbitration. <br />He noted that if the cost allocation process is amended, then there is no need to detail the <br />arbitration process. <br />Schultz stated he would like to see the proposed wording changes in writing, showing <br />additions and deletions, prior to the next meeting. <br />
