LRRWMO Meeting Minutes <br />May 18, 1995 <br />Page 6 <br />Ferguson reported he discussed the wording revisions being proposed by Ramsey with Coon <br />Rapids City Engineer Ottensmann who did not indicate any objection, but Ottensmann did <br />point out the need to also revise Section 8, Subdivision 4, which refers to adoption of <br />budgets beyond the August deadline for tax certification. <br />Schultz raised the issue of how a dam repair would be funded since Anoka probably could <br />not afford to replace the dam, and Andover and Ramsey residents would probably object <br />to contributing towards the cost. <br />Haas noted the LRRWMO determined at the last meeting to identify this issue and Capital <br />Improvement Projects in the Plan update. <br />Jankowski suggested member city Finance Directors review this wording. He stated he will <br />provide copies of the proposed agreement with strikeouts and page numbers for member's <br />review prior to the next meeting. <br />Schultz suggested this wording amendment also be sent to Pearson for review and <br />recommendation. Jankowski asserted Pearson will probably make the same comment he <br />originally provided (that the amended wording is not as good as what he originally wrote). <br />Ferguson and Haas supported Schultz' suggestion to obtain an opinion from Pearson. <br />Jankowski stated he will provide Pearson with the wording amendments and request an <br />opinion before the next meeting. <br />Discuss Establishing Delineation Policy -Memo from BWSR/Ohman <br />Jankowski reviewed the letter from BWSR indicating the LGU is responsible in the WCA <br />to verify wetland delineations and that it is appropriate to use the Anoka County Soil and <br />Water Conservation District (SWCD) to verify, or modify if needed, the wetland delineation <br />completed on behalf of the project proponent. The LRRWMO also reviewed the May 16, <br />1995, memorandum from Beduhn regarding Ban's staff of three wetland biologists trained <br />in wetland delineations, and that if a permit is submitted to the LRRWMO and contains a <br />delineation, it gets reviewed in one form or another. <br />Consensus was reached if a delineation is required for the LRRWMO permit then review <br />of the delineation will be required with the cost charged against the permit escrow. If a <br />LRRWMO permit is not required, then the City will contact the Anoka County SWCD to <br />verify the delineation and send a copy of the report to the City and Watershed. <br />
