LRRWMO Meeting Minutes May 18, 1995 Page 7 NEW BUSINESS LRRWMO Permit #95-4 -Indian Meadows 4th Addition The LRRWMO reviewed the May 15, 1995, letter from Andover City Engineer Scott Erickson advising of their determination that the Indian Meadows 4th Addition preliminary plat does not exist and it will be a requirement of the developer to proceed through the preliminary plat public hearing process as required in their Ordinance 10. They also indicate their belief that Exemption 24 under the Wetland Conservation Act -Permanent Program does not apply. Moved by Haas, seconded by Ferguson, to deny the Exemption 24 request applied Por on LRRWMO Permit #95-4 based upon the May 15, 1995, letter received from the City of Andover. Vote: 4 ayes, 0 nays. Motion carried. Haas advised Indian Meadows will be submitting a sequencing plan under the same LRRWMO permit. LRRWMO Permit #95-8 -City of Coon Rapids/Request for Exemption #25 Jankowski reviewed LRRWMO Permit #95-8 submitted by the City of Anoka to construct a control structure to limit peak discharge into Anoka's drainage system and the April 27, 1995, memo from Bob Beduhn advising Exemption 25 for deminimus drain or fill would apply. Moved by Ferguson, seconded by Haas, to approve LRRWMO Permit #95-8 submitted by the City of Coon Rapids for a Certificate of Exemption from the WCA based on Exemption 25 - Deminimus Loss. Vote: 4 ayes, 0 nays. Motion carried. LRRWMO Permit #95-9 -First Team Sports/Anoka AEP Jankowski reviewed LRRWMO Permit #95-9 submitted by First Team Sports to construct a 205,000 square foot corporate headquarters/warehouse/distnbution facility in the Anoka Enterprise Park. John Harwood, Hakanson Anderson Assoc., advised this is a continuation of the AEP development which is controlled by the previously approved overall drainage plan. Jankowski noted the regional retention ponds were already approved by the LRRWMO and asked if each individual permit will come before the LRRWMO for review of on-site erosion. Harwood indicated this is correct and all water quality issues were addressed with the regional pond design. Schultz advised that silt fencing has been installed.
