LRRWMO Meeting Minutes <br />May 18, 1995 <br />Page 8 <br />Moved by Schultz, seconded by Ferguson, to approve LRRWMO Permit #95-9, First Team <br />Sports to construct a 205,000 square foot corporate headquarters/warehouse/distribution <br />facility in the Anoka Enterprise Park subject to review and approval by Barr Engineering. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />Discuss Plan Update -Data Assessment/Goals & Policies <br />Mark Lobenneier, SEH, reviewed the editing format and process used to "redline" omissions <br />and "highlight" additions to the language. With regard to the actual Statute language, <br />Lobermeier advised it will be up to the LRRWMO whether it remains in the final document. <br />Consensus was reached to retain the Statute quotes throughout the review process to <br />provide ease of understanding. <br />Lobermeier asked how the LRRWMO wants to review the Plan (page-by-page/section-by- <br />section). Schultz suggested the review information be submitted to members ahead of time <br />to provide adequate time for review and consideration. Then it can be discussed at the <br />meeting. <br />Ferguson stated he is satisfied with the process used by 6 Cities where the information is <br />reviewed ahead of time and discussed at the meeting with each member bringing up other <br />issues of interest to them. At the next meeting, the revisions are reviewed and then they <br />move to the next chapter. <br />Lobermeier and the LRRWMO proceeded to review the Land and Water Resources <br />Inventory. Lobenneier suggested they prepare a set design storm criteria which will put the <br />"why" behind the plan. He asked if members are comfortable with the two-storm approach <br />in lieu of critical event criteria contained in the current Plan. It was noted that Storm <br />Distnbution, Flood Evaluation Storms, Section 4, indicates "The second FES: 100-year <br />return period, 10-day runoff event using a Type C mass curve as identified in SCS Natural <br />Engineering Handbook, Section 4, Hydrology (NEH-4)". Lobermeier explained that you <br />probably would not design a system for this event but the design should indicate whether a <br />house should be raised to avoid a flooding problem. <br />Haas advised that Coon Creek's Plan requires system designs to accommodate two 100-year <br />back-to-back storms. Lobenneier believed it is unlikely that two back-to-back 100-year <br />events would occur within a 48 hour time period. He stated he will contact Tim Kelly, Coon <br />Creek Watershed, about their standard. <br />Consensus was reached to look at including design storm and critical storm language. <br />Lobermeier noted the Plan requires inclusion of the Land Use Plans. Schultz indicated he <br />does use the existing land use map in the current Plan. <br />
