<br />LRRWMO Meeting Minutes <br />May 18, 1995 <br />Page 9 <br />Ferguson noted it provides a "snapshot in time" which may be valuable data in the future. <br />Lobermeier stated if the current land use map has been useful, then he suggested members <br />copy their map, mark in significant changes, and provide it for inclusion in the Plan update. <br />He advised that Anoka County doesn't have current land use information in their GIS <br />system. <br />Consensus was reached to include a land use map in the Plan <br />Lobermeier noted the Plan is somewhat limited on hydrology data and perhaps should <br />include a map showing current drainage systems and flow rate data. <br />Consensus was reached for members to bring information on storm flow rates between <br />communities, storm flow agreements, and existing land uses to the next meeting. <br />The members next reviewed the section pertaining to Goals and Policies. Lobermeier <br />pointed out the current Plan contains eight goals but the policies do not correspond to them. <br />He advised the SEH format identifies goals and corresponding policies. Lobermeier pointed <br />out areas in the current Plan where the goals do not have corresponding policies. He noted <br />that the LRRWMO has taken amore active role in the permitting process and <br />recommended an erosion control goal be included in the Plan update. <br />Lobermeier suggested the Plan include goals and policies about regulatory responsibility, and <br />perhaps a flow chazt or detailed procedure be included. <br />Schultz commented on the need to find a method to fund LRRWMO activities. Lobermeier <br />explained the goals and policies need to give member cities as much flexibility as possible. <br />He suggested they be drafted to provide procedures in a standard fashion to provide <br />continuity while still allowing flexibility. <br />Lobermeier questioned the method used to finance projects. The JPA was discussed and <br />that Ramsey would like to remove the language dealing with arbitration. Ferguson informed <br />of an erosion improvement project between Fridley and Spring Lake Park where financing <br />has become an issue. <br />Discussion ensued regarding cost sharing for a dam improvement. Lobermeier explained <br />if an agreement could not be reached within the LRRWMO, the LRRWMO would dissolve <br />and Anoka County would take over the project. <br />Schultz noted another option would be to make use of an azbitrator to help with <br />negotiations. Lobermeier commented you could consider "negotiate" as being more global <br />to include various methods of negotiation which would add some flexibility without <br />additional language. Lobermeier recommended that the Plan include some idea of how a <br />large project would be negotiated. <br />
