~._

LRRWMO Meeting Minutes
November 16, 1995
Page 2
Newsletter/Education Oo~ortunities
Weaver noted the budgeted amount of $100 and inquired regarding whether the LRRWMO
is required to send out a newsletter. Jankowski explained this has been accomplished by
publishing articles in the city's individual newsletters.
Haas explained that each year, two of the cities prepaze a news article which is published
in all four member city newsletters. In 1994, Andover and Coon Rapids drafted an article
and in 1995, Anoka and Ramsey should prepaze one.
Schultz indicated an article addressing non-point pollution may be of interest to educate the
public.
Jankowski commented that an article about the Plan update may be appropriate and to
advise the public it is available for review. He suggested the option of providing updated
copies of the Plan at local libraries for review by the public. Ferguson agreed and noted this
will also comply with the requirement to provide for public input as part of the Plan update
process.
W,~aver stated if the newsletter is part of the Statute requirements, then the LRRWMO
should fulfil that requirement. He noted the LRRWMO is accomplishing a lot in the azea
of surface runoff protection which would be worthy of notice. He suggested other
watersheds be contacted to determine what they are doing in the area of education.
Ferguson reported that the Six Cities Watershed is not doing much. Jankowski noted the
Coon Creek Watershed is very active and aze probably involved in public education:
Knutson suggested an article in the local newspaper about why the LRRWMO exists and
what their responsibilities are.
Discussion ensued about the option of preparing a press release in the local newspaper.
(Later in the meeting, the LRRWMO requested Mark Lobermeier to prepare a press
release for their review.)
Merge of Wurst, Pearson, Larson, Underwood & Mertz with Kennedy & Graven
Knutson advised that effective October 30, 1995, the firm of Wurst, Peazson, Larson,
Underwood & Mertz has merged with Kennedy & Graven which specializes in municipal and
governmental law and can provide substantially more support.
Ferguson questioned whether LRRWMO's contract is with Pearson specifically or with his
firm. Jankowski noted that Curt Pearson has been the LRRWMO's only contact and he
sent a letter to him indicating he felt the Board would be supportive of continuing with his
legal counsel.
