.~ <br />LRRWMO 2nd Generation Watershed Plan Public Input Meeting Minutes <br />February 22, 1996 • <br />Page 2 <br />HISTORY OF THE ORGANIZATION <br />Lobermeier indicated the LRRWMO was formed in July of 1985 in response to the mandate <br />of the Legislature and operates under a Joint Powers Agreement. He advised the LRRWMO <br />meets on the third Thursday of each month to review development projects which impact <br />water resource management. Lobermeier displayed a map detailing the wetland coverage <br />within the LRRWMO jurisdiction. <br />PLANNING PROCESS <br />Lobermeier explained that the first Plan, adopted in 1991, is much smaller and the size of the <br />Plan update reflects the many more issues brought forward by the Legislature. Also, the <br />Board of Water and Soil Resources (BWSR) dictated rules of what needs to be included in <br />the Plan update. The LRRWMO has been involved in the update process for just over a yeaz <br />with the Plan being about 95% complete. Currently, the LRRWMO continues to work on <br />the implementation process and to encourage public input prior to agency review. <br />SCOPE OF THE PLAN <br />Lobermeier read the Problem Statement and Mission Statement as established by the <br />LRRWMO. He explained that the major Plan components aze water and resource inventory, <br />collection of that data, and establishment of goals and policies for the LRRWMO. <br />Lobenneier read the goals and explained that the assessment of problems has been identified <br />through agency contacts for their feedback and then one-on-one interviews with member <br />community staff. The focus and results of that process include maintenance and control of <br />the Rum River Dam, administration of the WCA, lack of watershed modeling, flow rates and <br />high water elevations, County ditch maintenance, erosion control particularly with small site <br />development, and high groundwater table issues. <br />PLAN IMPLEMENTATION <br />Lobermeier explained the Implementation Program includes a 10-year schedule of activities <br />for the LRRWMO, tazget activities and schedule based on subwatershed focus. He displayed <br />a map indicating the three main areas around which the implementation plan is geared. <br />i <br />C~ <br />Lobermeier stated the Plan implementation components include: public involvement, data • <br />collection, on-site septic systems and high ground water, County ditch issues, wetlands <br />management, development of model ordinances to assure consistency, and cooperative <br />agreements between political bodies and neighboring watershed organizations. <br />
