.~. ~ <br />LRRWMO 2nd Generation Watershed Plan Public Input Meeting Minutes <br />• February 22, 1996 <br />Page 3 <br />SCHEDULE <br />Lobermeier explained there is a need to refine and finalize the Plan and determine costs for <br />capital improvement activities. There is also the need for public input to determine what <br />they feel is important and should be done over the next ten yeazs. <br />With regard to funding of the Plan and implementation, Lobermeier explained funding comes <br />from each of the four member communities paid by property taxes. He noted the LRRWMO <br />has been successful in keeping costs down by receiving grants and permitting fees to review <br />development issues. <br />Lobermeier noted the LRRWMO has been involved with the Plan update process since <br />January of 1995 and the Plan will be submitted for State review June 1, 1996, as dictated by <br />the State. Plan review through agencies can take up to nine months to include comment and <br />review periods. Following agency review, there will be amendments made to the Plan which <br />may need to be negotiated. Next, a public hearing will be scheduled, probably late next fall, <br />then the Plan is sent back to BWSR for approval prior to LRRWMO final adoption. <br />• Lobermeier estimated it will be late 1996 or early 1997 before final adoption of the Plan <br />update. <br />OPPORTUNITY FOR PUBLIC INPUT <br />Lobermeier reiterated that draft Plans are available at several local public libraries and <br />encouraged their review and input from the public. <br />Weaver opened the meeting to receive input from the public at 7:30 p.m. <br />Rosella Stonsteby, Andover, stated she will respond in writing. <br />An unidentified gentleman stated he will do the same. <br />Weaver noted there will be a 30-day review period and Plans are also available at City Hall. <br />He urged the public to avail themselfs of the Plan. <br />The unidentified gentleman asked if he could buy a copy. Lobermeier explained that since <br />the Plan is in draft fom~, the LRRWMO may want to control the number of Plans distributed. <br />• He explained the drab Plan is not normally sold but a copy could be provided through the <br />community and suggested the gentleman request it from them. <br />Ferguson explained the draft Plan is a work in progress. <br />
