S • LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION FEBRUARY 15, 1996 CALL TO ORDER Chairman Steve Jankowski called the meeting to order at 8:42 a.m. in the Committee Room of Anoka City Hall. ROLL CALL Voting members present were Steve Jankowski, Ramsey; Todd Haas, Andover; Bill Ottensmann, Coon Rapids; and John Weaver, Anoka. Also present was Ray Schulte Anoka Alternate; Jim Knutson, Deputy Treasurer; and Mark Lobermeier, SEH. CONSIDERATION OF THE MINUTES Motion was made by Haas, seconded by Jankowski, to approve the January 25, 1996 regular • meeting minutes, as submitted. Vote: 2 ayes, 0 nays, 2 present. Motion carried. TREASURER'S REPORT Knutson presented the Treasurers Report for the period ending January 31, 1996. Account balances for the period were: Checking, $48,505.18; less permit account balance of ($9,848.07), for a total available balance of $38,657.11. Knutson advised that Barr Engineering continues to spend very little on administrative, about $650 for 1995, which reflects the LRRWMO impression on them to spend their time in permit review as opposed to minute review, etc. He pointed out the LRRWMO remains under budget with an excellent cash balance. Weaver noted that January 31st is the end of the fiscal year. Knutson advised he has not yet received the January billing for Barr Engineering or SEH which needs to be expensed against the Treasurer's Report. Weaver noted the approved 1996 budget (commencing February 1, 1996) will drawdown the reserve. Knutson agreed this could occur, depending on the amount of administrative expenses, and the budgeted loss for 1996 is anticipated to be $7,000. Weaver commented on the excellent accounting service the LRRWMO receives from Knutson. • Motion was made by Weaver, seconded by Ottensmann, to accept the Treasurer's Report for the period ending January 31,1996. Vote: 4 ayes, 0 nays. Motion carried.
