<br />LRRWMO Meeting Minutes <br />• February 15, 1996 <br />Page 3 <br />RFP Process <br />The LRRWMO reviewed the February 7, 1996 memorandum prepazed by the Administrative <br />Secretary outlining the RAP process used in 1992 and the list of consulting engineers and attorneys <br />used by other metro WMO's and watershed districts. <br />Weaver commented it appeazs the LRRWMO is doing well with Barr Engineering. Jankowski <br />questioned whether the full RAP process is required and the amount of cost to be incurred. <br />Knutson reviewed the budget analysis and engineering costs for previous yeazs, noting in 1994 <br />engineering costs were $10,500 and of that amount, about $7,000 was to review permits with <br />$3,000+ for administrative. Also, 23 permits were issued in 1995. <br />Weaver asked if anyone is uncomfortable with renaming Barr Engineering for engineering services <br />for the next two years. Ottensmann stated he is not uncomfortable as long as the proper process is <br />followed. Jankowski agreed and noted the hourly rates of other engineering firms will be similaz. <br />• Knutson stated he will provide a copy of the Statutes and determine what the requirements aze for <br />consideration at the March meeting. <br />Jankowski stated if the State Statutes do not require a full RAP process, then he suggests a resolution <br />be drafted indicating satisfaction with Barr Engineering related to service provided and costs incurred. <br />Tabled to neat meeting for legal and engineering services. <br />PAYMENT OF BILLS <br />Knutson presented the payment of bills for Timesaver for $221.75, Barr Engineering for $322.25 <br />($307.25 permits/$15 administrative), SEH for $695.88, City of Anoka for $100.96; and Anoka <br />Conservation District for $660.00 for 19961ake elevation monitoring (same fee as previous yeazs). <br />Motion was made by Weaver, seconded by Ottensmann, to authorize payment to Timesaver <br />for $221.75, Barr Engineering for $322.25, SEH for $695.88, City of Anoka for $100.96; and <br />Anoka Conservation District for $660.00 Vote: 4 ayes, 0 nays. Motion carried. <br />Knutson noted that these bills aze not included in the January 31, 1996 budget report since they were <br />not approved expenditures. <br />REVIEW PLAN UPDATE -SEH <br />• Mark Lobermeier, SEH, reviewed the process he will follow at the upcoming open house noting it <br />will be informational with a history of the organization, brief outline, visual presentation, and a time <br />for questions and answers. Consensus was reached to support this meeting format. <br /> <br />
