Motion carried. <br />LRRWMO Permit #96 14 Rollins Meadows Estates CExemntionl -Andover <br />The LRRWMO reviewed the September 18, 1996 memorandum from Barr Engineering regarding <br />his review ofLRRWMO Permit #96-14 for TSM Development to fill approximately 200 square feet <br />of Type I Wetland for roadway purposes under the exemption provision of the WCA since the fill will <br />not impair the water quality function of the wetland, will not eliminate required storage within the <br />watershed, and will not adversely affect the aesthetics of the area or any significant wildlife habitat. <br />• Haas noted the concern indicated by Obermeyer regarding low floor elevations, which everyone else <br />had missed. He explained it is a 2.5 acre/lot development located beyond MUSA. <br />Motion by Weaver, seconded by Ferguson, to approve the exemption for the proposed wetland <br />filling of 200 square feet, LRRWMO Permit #96-14, submitted by TSM Development for <br />Rolling Meadow Estates in Andover subject to: <br />1. All erosion control measures shown on the plan must be installed at the initial stages <br />of construction and be maintained until all areas altered have been restored. <br />2. The water quality basins must be constructed at the initial stages of construction and <br />be functional during the site grading portion of the project. <br />3. The limits of the roadway £ill adjacent to the wetland area, Basin 9, must be field staked <br />and 5eld investigated by the Anoka Conservation District prior to filling to ensure that <br />the deminimus exemption still applies The driveway access to Lot 1, Block 3, must also <br />be field staked and field observed by the Anoka Conservation District to determine if <br />wetland filling will be necessary. If fill is required within the wetland, this additional <br />fill request must be submitted to the LRRWMO for review and approval. <br />4. At the entryways on the site, rock Filter dikes, being a minimum of two feet in height <br />and having maximum side slopes of 4:1, must be constructed. These rock filter dikes <br />will provide an erosion control facility but enable construction traffic to enter the site. <br />The rock filter dike must be continually maintained during the construction phase of <br />the project. <br />• 5. Street sweeping must be undertaken and completed on an as-needed basis. <br />6.
