LRRWMO Meeting Minutes • <br />August 15, 1996 <br />Page 4 <br />Weaver noted that one way to reduce the reserve is to reduce the assessment to member cities. <br />Jankowski suggested a reserve of $25,000. Ferguson pointed out that this would eliminate all <br />assessments for 1997. Jankowski stated a reduction can be justified because the LRRWMO received <br />grant funds to cover the cost for the Plan update, for which assessments were increased to cover that <br />cost. <br />Weaver suggested that Knutson be asked for a recommendation on an appropriate reserve amount. <br />Ferguson suggested adding project costs and to forecast a reserve to remain as it was in February of <br />1996 which will lower the assessment level from $14,000 to about $11,000. <br />Motion was made by Weaver, seconded by Ferguson, to request Knutson review the reserve, <br />budget projections, and provide a recommendation for a fiscal plan for 1997 at the neat <br />meeting. Vote: 4 ayes; 0 nays. Motion carried. <br />Contracts for Engineer and Attorn~ <br />The Administrative Secretary advised she has forwarded a copy of the last engineering contract to • <br />Barr Engineering, and Bob Obermeyer has indicated he will update this document and submit it for <br />consideration by the LRRWMO. <br />Weaver requested information on the hourly rate being paid for legal services. <br />The LRRWMO asked the Administrative Secretary to also contact Curt Pearson to request <br />an updated letter of agreement. <br />DISCUSS PLAN UPDATE <br />Review of the Plan began with comments from Barr Engineering and then the Goals and Policies <br />section as follows: <br />Precipitation: No change since precipitation total from the Minneapolis-St. Paul International <br />Airport complies with requirements. <br />Storm Distribution: Lobermeier explained why Type I storm distribution is appropriate for rural <br />designing and Type II is appropriate for urban areas and pond designs, based on SCS. He asked if <br />this section should be revised based on the recommendation of the consulting engineer. Lobermeier <br />advised that this has been anon-issue with other Plan reviews. Consensus was reached to defer to <br />the recommendation of the consulting engineer and request SEH to revise this section of the • <br />Plan. <br />Pale S - LRRWMO discussed criteria for the 100-year 10-day snowmelt runoff events when <br />analyzing available storage volumes for landlocked areas.
