~~;~~ 9 ~ ~~~~ <br />iS~s d.---•---.... <br />LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />JULY 11, 1996 <br />SPECIAL MEETING <br />CALL TO ORDER <br />Chairman Steve Jankowski called the special meeting to order at 2:12 p.m. in the Committee Room <br />of Anoka City Hall. It was noted this special meeting was called to provide an informal discussion <br />of the Challenge Grant application and Plan update. <br />ROLL CALL <br />Voting members present were Steve Jankowski, Ramsey; Todd Haas, Andover (amved at 2:14 p.m.); <br />Ben Ferguson, Coon Rapids; and John Weaver, Anoka. <br />Also present were Ray Schultz, Anoka Alternate; Chris Lord, Anoka Conservation District; and Mazk <br />• Lobermeier, SEH. <br />DISCUSS GRANT <br />Jankowski explained a notice was received regarding a 50/50 matching grant available for prepazation <br />of the Sewnd Generation Plan which was applied fon and received. Now, Chris Lord of the Anoka <br />Conservation District (ACD) has been asking WMO's if they-are interested in applying for another <br />grant, in a joint effort, for implementation of the Plan which includes data collection. Jankowski <br />noted that Lord is in attendance to advise regarding the types of projects that would be considered <br />and the amount to be expended by the WMO's. <br />Chris Lord, Anoka Conservation District, explained there aze two grant opportunities; one for <br />preparation of the Plan which many WMO's have already applied for on their own. (The LRRWMO <br />has akeady been awarded funds from this grant.) Lord reviewed the activity involved with the second <br />grant opportunity for the implementation of the Plan and explained no one is applying for it due to <br />the high cost of start-up to comply with grant requirements. He suggested that the WMO's get <br />together and submit a joint application to hire an intern who would do "ground work" for wetland <br />planning. Lord reviewed the benefits, such as being allowed to do a 1:1 replacement on DNR <br />wetlands instead of 2:1 and for different sequencing options. He explained that to apply for this <br />second grant, there are many questions to be answered and reviewed possible considerations. He <br />reiterated that no one is applying due to the high cost of start up so he thought, perhaps, a group of <br />WMO's could work together and.contribute towards hiring an interim to do the reseazch. - <br />• With regard to funding the $15,000 match, Lord advised the ADC is willing to put up $5,000, and <br />the Rice Creek, Oak Grove and Burns WMO's have all decided to contribute. Coon Rapids is not <br />interested since they aze almost fully developed and do not have that much wetland area. Lord noted <br />that this is probably the situation with Anoka as well, but perhaps Andover and Ramsey would be <br />
