Lord. advised that of the $15,000 needed to match the grant, $8,500 is in-hand and if <br />Anoka County Highway contributes, it would increase to $13,000. <br />Lord explained that to apply and qualify for this grant, the State expected groups to establish a Joint <br />Powers Board and then adopt a resolution to accept the grant funds. However, only a very short <br />timeframe was allowed (malting this not feasible) so the ADC intends to submit the grant application <br />with the indication that if the grant is awarded, the WMO's will form a Joint Powers Board. <br />Jankowski asked if data collection will be focused on the areas that contribute. Lord answered <br />affirmatively and explained the State will probably not agree to extending the grant application <br />deadline. He explained since the deadline is tomorrow, he will be submitting a grant application with <br />copies of the minutes and resolution indicating the WMO's agree to form a Joint Powers Board if <br />grant funds are awarded to them. <br />Weaver asked how this would be implemented and whose jurisdiction the intern would operate under, <br />the LGU or ACD. Lord explained the person could be housed at ACD but it will depend on how the <br />JPA is structured. <br />Lord advised 4hat the. types of data collected will be to identify locations of drained wetlands (tiled • <br />familands}which would be more cost effective for wetland restoration locations: He stated this type <br />of data will be of significant benefit to the entire watershed district. Lord suggested the. first stage <br />include work on a drained wetland inventory, review of existing functional assessment methods, <br />modification of NWI for Arc Info, Mapping wetland types, landfills and zoning by subwatershed, <br />getting the County Biological Survey into GIS format and to map heritage communities by <br />subwatershed. Lord explained this is probably the beginning of a two-year plan and grant funds <br />would have to be applied for again next year. <br />Jankowski indicated there would benefit for Ramsey to prepare a local wetland plan. <br />Lord noted that Anoka's area of wetlands would be small but it may still be advantageous to be part <br />of this because there are not many wetland areas that would have to be inventoried. <br />Weaver asked if "control" of this issue is a consideration; having another level of authority involved. <br />Jankowski stated he does not believe this will happen in this case since the intern will only gather <br />information and develop a strategy for the city's individual use in preparing their own local plan. <br />Haas noted that once the data is provided, the city would still have to prepare and adopt a local plan <br />before the city qualifies fora 1:1 mitigation on DNR wetlands. Lord stated this is correct. <br />Jankowski asked if this will qualify: for the data`collection.section included irr the Plan Update: • <br />Lobermeier indicted it would and also enhances the opportunity for future grants. <br />
