• LRRWMO Special Meeting Minutes
July 11, 1996
Page 3
Haas explained Andover is in the process already so he is notaure if they would be interested but,'
perhaps, it would be of benefit.
Schultz stated the situation with Anoka and Coon Rapids is similar but if the situation was different,
he believes the information would be valuable.
Lord advised that the Coon Creek WMO is not part of this grant application but maybe interested
in joining at a later date.
Weaver asked what Ramsey and Andover will receive as a benefit when this project is completed.
Lord explained they will get digital and hard copy resources of their area and an analysis to evaluate
wetlands with an explanation of how they work in their geological setting, research information, and
drained wetland inventory in a GSI (useable) format. Lord stated they will receive data which can
be used to make logical management decisions regarding wetlands and potential mitigation areas.
Weaver asked if GIS information will be used. Lord explained they would utilize information and put
• it into GIS format. Weaver stated that wetlands are a critical resource and the LRRWMO is
constantly being requested to consider permits to deal with projects that would like to invade these
resources. He stated he believes this information would be important. Lord asked the LRRWMO
for a contribution of $1,500. Weaver stated the LRRWMO has been very fiugal and, possibly, could
find the funds to contribute: .
Haas stated he does not understand some portions of this entire process. Jankowski stated he
understands what is being proposed and supports getting the data first and developing strategies as
a secondary aspect, especially since strategies can become outdated. He stated Ramsey has locations
where roads will need to be constructed through wetland areas and Ramsey needs to prepare a local
plan for implementation of the WCA.
Lord suggested consideration be taken in the form of a resolution.
Weaver asked ifthis data collection has been projected in the Plan update. Lobermeier stated it has
and this will provide one component since it is the role of the LGU to manage and implement the
WCA. He suggested it is the next appropriate step to take and commented on the benefit of
sequencing flexibility which would provide alternatives of what can be done.
Haas asked if a reimbursement would be considered if other LGU's join and contribute at a later date.
Lord said this. could be considered if based on a percentage of contribution.
• Weaver expressed concern about areas of large drained wetlands that have been developed and the
possibility that such an area could be identified for restoration so. ditches can be plugged. -Lord
suggested this would be a market decision..
