LRRWMO Special Meeting Minutes • <br />July 11, 1996 <br />Page 4 <br />Discussion ensued regazding the situation of spending public funds to restore awetland- that does not <br />wme under public domain. Lord suggested that criteria to address these issues be established prior <br />to the project (public road access, parkland use, deed restriction agreement to never develop, tax <br />status/structure). <br />Motion was made by Weaver, seconded by Haas, to adopt Resolution 96-03 Individual Local <br />Government Unit Resolution Authorizing the Matching of Local Funding and Signature of Challenge <br />Grant Documents for $1,500. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />REVIEW PLAN UPDATE <br />The LRRWMO began discussion. on the Plan update beginning with Wetlands Management as <br />follows: <br />Wetlands Management <br />• <br />Prepare Comprehensive Wetlands Plan: Lobermeier reviewed Page 108 and noted the original Plan <br />addresses Class A, B, and C wetlands but does-not include'detail of fiinctions and Values. Weaver <br />asked if this aspect is already-being satisfied by taking part in the grant program just approved and <br />stated he does not want to "reinvent the wheel": Schultz noted that drained and degraded wetland <br />areas may not appear on the typical wetland map. It was noted that CoonRapids has a-small area <br />within the WMO but funding is identified at the same level as the other members. Consensus <br />reached to remove the indication of individual member cities, identify only as "LRRWMO", <br />and reduce funding to $12,000. <br />Establish Wetland Rankine with "MNRAM": Lobermeier explained how wetlands could be ranked. <br />No change, leave at $2,000 matching funding. <br />Biannually Verify Wetland Rankings: Lobermeier commented on the need to revisit wetland rankings <br />to assure the information is up to date. No change. <br />Regulatory Programs <br />Revise Existing Permit Process: Weaver stated he believes the current permitting process is ideal <br />since it places the burden of cost entirely on the developer with negligible obligation to the <br />LRRWMO. He questioned why it should be changed. Lobermeier noted the overlap between the <br />LRRWMO permitting process, which was developed prior to the WCA, and the benefit of • <br />streamlining the permitting process under the new guidelines. He explained thatcurrently, bother <br />LRRWMO permit and LGU permit are required. <br />
