i <br />• LRRWMO Special Meeting Minutes <br />July 11, 1996 <br />Page 5 <br />Lobermeier advised Obermeyer-also suggested reducing the permit threshold to one acre and expand <br />the permit to include turf restoration requirements. Weaver suggested an expenditure of $250 to <br />$500. Consensus was reached to reduce funding to $500 total. <br />Develop_Interagencv Agreement with Mn/DOT: Weaver noted that Mn/DOT cannot proceed with <br />a project that involves local acquisition of land without a permit. Schultz stated this is correct and <br />in addition, Mn/DOT also needs a permit if the project increases the capacity of the roadway. <br />Jankowski pointed out that when Mn/DOT wants to do a project within a city, they deal specifically <br />with the city and questioned how water issues are to be addressed. Schultz stated it is assumed the <br />city will do the right thing. Ferguson questioned the ability to come. to an agreement with Mn/DOT <br />on these issues: Consensus was reached to remove and eliminate funding. <br />Review Local Water Management Plan: Schultz suggested that each member city cover the cost for <br />their Local Plan to be reviewed by the WMO engineer (even if funded through the WMO). <br />Consensus was reached to fund $3,000 in 1999 and $3,000 in 2000. <br />• Develop Model Ordinances: Weaver asked if this "reinvents the wheel" and is really the responsibility <br />of individual cities. Lobermeier explained how ordinances can be compared to determine what would <br />be best. Weaver commented on the. high cost of city legal fees if ordinances were to be reviewed by <br />each city. Ferguson agreed and noted that Coon Rapids is part of three WMO's but wants there to <br />be uniformity. Lobermeier agreed with. the difficulty in getting four cities to agree on a common <br />ordinance. It was noted that all member cities- have adopted Shoreland Ordinances.: Ferguson <br />questioned whether the scope implied on Table 28 is larger than currently exists. Jankowski noted <br />that the wording of that section has already been changed. Consensus reached to delete and <br />eliminate funding of "Develop Model Ordinances". <br />ADJOURNMENT <br />A motion was made by Ferguson, seconded by Weaver, to adjourn the meeting.
