• LRRWMO Meeting Minutes <br />June 28, 1996 <br />Page 7 <br />Coon Rapids First Quarter 1996 Reports not available; placed on July 18, 1996 meeting <br />agenda. <br />OLD BUSINESS <br />LRRWMO Permit #96-2 - AEP 3rd Addition -Anoka <br />John Harwood, Project Engineer, presented and reviewed a sketch of the AEP 3rd Addition and <br />request for a permit for the construction of an entrance road from CR 116 to Lot 3, Block 1, AEP <br />3rd Addition. He noted it is necessary to fill 3,345 square feet ofwetland on the site for this access <br />and will mitigate 21,927 square feet on site. He explained the opportunity exists to make the wetland <br />better and larger. Harwood reviewed the modification which results in saving a wooded area and <br />minimizes the impact. <br />It was noted that part of the mitigation may be banked to be used if a turn lane is required on County <br />Road 116. Jankowski reviewed the requirements for periodic monitoring of banked wetland. <br />• Motion by Ferguson, seconded by Haas, to approve LRRWMO Permit #96-2 modification, the <br />wetland filling/mitigation required for the construction of an entrance to Lot 3, Block 1, Anoka <br />Enterprise Park 3rd Addition subject to the following conditions: <br />1. The limits of the proposed wetland on the site must be field verified by the Anoka <br />Conservation District prior to the commencement of any wetland filling and/or <br />encroachment. <br />2. A wetland mitigation construction plan must be submitted prior to any tilling and/or <br />encroachment into the wetland. This must include across-section of the mitigation <br />area, specifications regarding wetland soils and vegetation, erosion control to be <br />provided and construction methodologies to be used for the development of the <br />mitigation area. <br />3. Notification of the decision of the LRRWMO regarding the proposed wetland <br />filing mitigation will be published in the EQB monitor and the Anoka Union for an <br />additiona130 days. Because the wetland filling is less than 10,000 square feet in area, <br />technically work can begin immediately. However, the developer is proceeding at their <br />own risk during this 30-day time period should the decision be challenged. <br />4. Plans for the building construction and utility installation must be submitted to the <br />• LRRWMO for review and approval. <br />5. The Minnesota Department of Natural resources and the Army Corps of Engineers <br />must be contacted regarding permits that may be requried from these agencies. <br />
