LRRWMO Meeting Minutes • <br />April 18, 1996 <br />Page 4 <br />Haas stated he will probably invite Lobermeier to attend the Ramsey Council meting when the Plan <br />is reviewed (possibly May 7th). Weaver indicated Anoka will do the same (May 6th). <br />Further review of the Plan was tabled to the May 16,1996 meeting. <br />SEH Request for Contract Amendment <br />Lobermeier stated he reviewed the Plan budget and is requesting an increase to the budget of $4,600 <br />to complete the Plan. He reviewed, as a point of comparison, that Six Cities has spent $34,000 to <br />get through the agency comments. He noted the original proposal included snot-to-exceed figure <br />of $29,000, based on an estimated cost of $26,400 and a $2,600 contingency. He stated he does not <br />anticipate they will be able to meet the not-to-exceed figure of $26,400. He indicated additional <br />meetings, including the public presentation in February, which have added to the cost. Lobermeier <br />requested the LRRWMO review this information and provide feedback. <br />Weaver asked how many WMO's SEH is preparing plans for. Lobermeier stated Six Cities and <br />LRRWMO. <br />Jankowski suggested this be scheduled as an agenda item later today. • <br />Further discussion of the cost increase was tabled to later in the meeting. <br />CONSIDERATION OF COMMUNICATIONS <br />Review Correspondence in Chair's Folder <br />Jankowski reviewed the correspondence and notices contained in the Chair's Folder regarding the <br />survey on well cap funding. He noted this is a program whereby funds are distributed from the State <br />to the County to assist people in abandonment of wells (50% cost share up to $2,000). <br />Informational; no action required. <br />Anticipate Recommendation from BWSR on WCA Legislation <br />Bob Obermeyer. Ban Engineerine <br />Bob Obermeyer, Barr Engineering, offered to answer questions on any of the permits under <br />consideration or his recommendations on them. He then distributed information to the LRRWMO <br />regarding recent legislation and noted the impact to the LRRWMO's relationship with Mn/DOT who • <br />had indicated they were not required to obtain permits from local LGU's. However, legislation was <br />adopted and signed that states Mn/DOT does need to obtain permits from local LGU's effective June <br />1, 1996. Also, there is a memorandum of agreement whereby Mn/DOT will meet with other agencies <br />to discuss the procedural aspects. <br />
