• LRRWMO Meeting Minutes <br />April 18, 1996 <br />Page 5 <br />Obermeyer advised another issue is whether a fee would be involved but since member cities are <br />required to pay a permit fee, he does not see a problem with Mn/DOT being required to do the same. <br />With regard to the WCA, he noted the major change deals with the deminimus exemption and in <br />Anoka County, it would result in an increase to 5,000 square feet. A brief discussion ensued <br />regarding how this will apply to wetland areas within Anoka County, dependent upon the <br />classification of the water body. <br />Obermeyer advised that BWSR has been given 60 days to rewrite the rules but he doubts that this <br />deadline will be met. Also, some of the northern communities maybe requesting modifications to the <br />rules so, perhaps, BWSR will delay rewriting the rules until those issues have been resolved. <br />Weaver noted this is a major legislative change in direction. <br />Ferguson asked if the mitigation ratio has been reduced to 1:1. Obermeyer stated this is only if you <br />have a Comprehensive Wetland Protection Plan which involves assessing and delineating all wetlands <br />within the communities so the State guidelines are no longer applicable. It was noted this is an effort <br />• to push enforcement responsibility from the State to the local level. Discussion was held regarding <br />the procedure and costs involved with assessing and delineating wetlands and determining values. <br />Obermeyer suggested the LRRWMO include something within the capital improvement plan relative <br />to wetland conservation plans to provide more flexibility without the need for a Plan amendment. <br />Schultz asked if Barr Engineering, as the LRRWMO Engineer, will review the Plan update. <br />In response to Jankowski, Obermeyer stated Barr Engineering is currently working on seven to eight <br />Plan updates and the cost is in the range of $150,000 each due to the extensive detail being required <br />by BWSR. <br />Ferguson noted the LRRWMO plan is similar to Six Cities, which has been reviewed with comments <br />from BWSR and DNR that additional detail would be nice -- to which Six Cities has responded that <br />yes it would be nice, but the additional detail is not required. He suggested this maybe due to the <br />lack ofBWSR staffto address all these issues plus the trend to push enforcement to the local level. <br />REPORT OF OFFICERS <br />Haas commented on the number of outstanding quarterly reports and suggested a contingency be <br />established to require delinquent reports prior to further permit approval. <br />• Fourth Quarter 1994 Report -Ramsey <br />First Quarter 1995 Report -Ramsey <br />
