He reviewed details of the verification procedure <br />which Andover instituted about two years ago. <br />Obermeyer suggested a letter be sent to member cities encouraging them to start a field inspection <br />program. Schultz commented on the added cost of additional inspections. Haas concurred but noted <br />the cost for the City to become involved in a law suit is much higher. <br />Weaver stated as a tax payer he is very disappointed the actual construction of Natures Edge will not <br />be verified. He noted the LRRWMO just issued a permit in a very sensitive area with eight <br />conditions, and to require a reasonable amount of verification that the development is constructed <br />as presented is not asking too much. <br />Ferguson stated he is unsure what Coon Rapids does with regard to verification. Weaver requested <br />a response from Coon Rapids regarding their verification process. Ferguson stated he would like to <br />see a verification process occur and he will make this recommendation to Coon Rapids. <br />Jankowski questioned who is the most appropriate agency to assure verification. Weaver noted the <br />• LRRWMO has done a good job of having the developer pay for the costs incurred related to their <br />project. Jankowski noted the cost is eventually passed to the buyer and the city should be able to <br />make this type of determination. <br />Weaver commented on the negative impact which could result in obtaining financing if construction <br />elevations are not verified. Ferguson questioned whether conditions such as this can be added after <br />the permit has already been approved. Weaver maintained the verification request is a minor issue <br />since the developer has indicated it will be done anyway. <br />LRRWMO Permit #96-04 -Chestnut Ridge Third -Ramsey <br />The LRRWMO reviewed the April 16, 1996 memorandum from Bob Obermeyer, Barr Engineering, <br />indicating his review of the plans and application for site grading for the Chestnut Ridge 3rd Addition <br />at the intersection of Potassium Street and Sunwood Drive in Ramsey fora 44-]ot single-family <br />residential subdivision. It was noted Obermeyer recommends approval subject to eight conditions. <br />Jankowski reviewed drainage patterns and point of outlet, and Obermeyer expanded the review by <br />explaining how skimming will be provided. <br />Motion by Haas, seconded by Ferguson, to approve LRRWMO Permit #96-04, Chestnut Ridge <br />3rd Addition, for site grading at the intersection of Potassium Street and Sunwood Drive in <br />. Ramsey fora 44 lot single-family residential subdivision subject to the following conditions: <br />1. The erosion control measures must be constructed at the initial stages of construction <br />and be maintained until all areas altered on the site have been restored. <br />
