LRRWMO Meeting Minutes <br />April 18, 1996 • <br />Page 12 <br />2. The applicant should be advised that a i!TPDES Construction permit is also required <br />from the MPCA. <br />3. At the entryways on to the site, rock filter dikes being a minimum of 2 feet in height <br />and having maximum side slope of four to one must be constructed. These rock filter <br />dikes will enable construction traffic to enter the site and also provide an erosion <br />control facility. The rock dikes must be continually maintained during the construction <br />phase of the project. <br />4. Street sweeping must be undertaken and completed on an as needed basis. <br />5. Upon completion of construction and restoration of disturbed areas, the permit <br />application is responsible for the removal of all erosion control measures installed <br />throughout the site. <br />6. A detailed storm sewer plan must be submitted for review and approval. The outlet <br />from the water quality basins must be designed to provide skimming of floatable <br />materials. The storm sewer system that is to be located between the proposed <br />structures on Lot 1 and 2, Block 4, must be designed with pipe and/or pipe and surface <br />overflow capacity for the 100-year frequency storm discharge. <br />7. The water quality basins must be constructed at the initial stages of construction and <br />be functional during the site grading portion of the project. • <br />8. The low floor elevation of structures to be located adjacent to storm water <br />detention/water quality basins and wetland areas must be established a minimum of <br />one foot above the calculated 100-year frequency flood elevation of these facilities. <br />9. The LRRWMO being the LGU administering the requirements of the 1991 Wetland <br />Conservation Act requires that the developer provide verification, provided either by <br />the Anoka Conservation District or the engineering advisor to the LRRWMO, of the <br />wetland limits on the site as delineated by the developer's consultant. <br />Vote: 4 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #96-OS - Pondview - Ramsev <br />The LRRWMO reviewed the April 16, 1996 memorandum from Bob Obermeyer, Barr Engineering, <br />indicating his review of the plans and application for site grading for the Pondview development at <br />the northeast quadrant of the intersection of Ramsey Boulevard and Industry Avenue in Ramsey for <br />a 1541ot single-family residential subdivision. It was noted Obermeyer recommends approval subject <br />to eight conditions. <br />Obermeyer suggested, due to the size of the project, that staging of construction occur (condition <br />#9). Jankowski stated he believes the developer has proposed stages. <br />Motion by Haas, seconded by Ferguson, to approve LRRWMO Permit #96-05, Pondview site • <br />grading at the northeast quadrant of the intersection of Ramsey Boulevard and Industry <br />Avenue in Ramsey fora 154 lot single-family residential subdivision subject to the following <br />conditions: <br />
