LRRWMO Meeting Minutes
• August 21,1997
Page 2
Knutson noted the attomey is sent the monthly packet for his review and asked if this should continue
since the majority of the information relates to Plan review. He stated this reviewal is at the
LRRWMO's discretion.
Haas asked if it is not general practice for the attorney to indicate the number of hours spent on each
task. Jankowski and Weaver agreed and indicated their City attorneys indicate this information on
their billing. Haas requested that Kennedy & Graven be asked to so indicate on future invoices.
Motion was made by Weaver, seconded by Haas, to authorize payment to Timesaver for
$215.80, and Kennedy & Graven for $1,025.99 and to request that future Kennedy & Graven
invoices indicate the time allotment for each task. Vote: 3 ayes, 0 nays. Motion carried.
1998 Budget
Knutson reviewed the budget analysis including the revenues, expenditures, and potential
expenditures the LRRWMO will have in the next few yeazs for Plan implementation. He noted a
$7,700 deficit is being budgeted in 1998 to bring down the overall current reserves. Knutson noted
the cost assessment analysis identifying the amounts to be assessed to each member city, which aze
• virtually the same as assessed last yeaz.
Weaver asked if the evaluations are correct as shown in that the evaluation of Anoka is less than that
of Ramsey. Mr. Knutson stated this is con•ect and has been true for the past several yeazs.
Schultz advised of one project that may involve the LRRWMO since, after the July 1, 1997 storm,
quite a few trees blew into the river and will become caught on the dam. He explained that the Anoka
staff will be identifying a number of upstream trees which may, in the neaz future, fall into the river
and also become caught on the dam. He stated this is a considerable expense and asked if the
LRRWMO should consider placing some funds in the budget to either remove these trees now or
remove them from the dam. He advised that last yeaz, one tree cost $2,500 to remove from the dam.
Mr. Schultz explained the damage that resulted to the dam when this very large tree was removed.
In response to Jankowski, Schultz explained that the Anoka Public Works Department usually
removes these trees, with the assistance of the Anoka Electric Cooperative staff who bills their
expense back to Anoka. However with the tree mentioned earlier, it was too large so the work was
contracted out.
Schultz invited representatives of Ramsey and Andover to participate in this tree identification
process.
• Haas stated the Andover Planning Department is interested in touring the river to determine if there
is any erosion. He asked if the trees will be marked or mapped to identify their location. Schultz
stated they will and explained they plan to inspect from the Seventh Avenue bridge down to the dam.
