LRRWMO Meeting Minutes <br />• August 21, 1997 <br />Page 5 <br />Motion was made by Weaver, seconded by Haas, to approve LRRWMO Permit #97-05, Wetland <br />Replacement Plan for wetland filling for AEC Energy Park, Lot 1, Block 2, in Ramsey, to fill <br />approximately 39,400 square feet of wetland area, subject to: <br />1. Detail construction plans, for the proposed development site and the mitigation area, must <br />be submitted to the LRRWMO for review and approval. Construction activities cannot <br />commence until these documents have been reviewed and approved by the LRRWMO. <br />2. The Minnesota Department of Natural Resources and the U.S. Army Corps of Engineers <br />must be contacted to determine permits are required for the proposed project. <br />Vote: 3 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #97-09 - Annle Ridge -Good Value Homes - Ramsev <br />Jankowski noted the August 18, 1997 memorandum from Bob Obermeyer, Ban Engineering, <br />indicating his review ofthis application for the Apple Ridge development in Ramsey on a 55-acre site <br />with 127 single family homes being proposed. Mr. Obermeyer's memorandum indicted that at the <br />limits of construction, erosion control measures aze shown to be installed. A storm water <br />• detention/water quality basin is to be constructed in the southwest corner of the site. The basin is to <br />control rates to apre-development condition, for the 100-yeaz frequency storm event, and provide <br />water quality treatment meeting the Nationwide Urban Program Guidelines. The low floor elevation <br />of stmctures adjacent to the basin aze shown to be two feet above the calculated 100-yeaz frequency <br />flood elevation. The outlet for the basin is to have the inlet to the outlet submerged, thereby providing <br />skimming of floatable materials. The plans indicate that filling of 262 square feet of wetland on Lot <br />2, Block 2, meeting the requirements of the 1991 Wetland Conservation Act, is proposed. This <br />amount of wetland fill meets the deminimus exemption of the Conservation Act, therefore, mitigation <br />is not required. It was noted that Mr. Obermeyer has indicated the project meets the requirements of <br />the LRRWMO and recommends approval subject to seven conditions. <br />Jankowski reviewed the controversy about the location of the MUSA and ultimate determine that one <br />portion was not in the MUSA so it was removed from the project azea. <br />Weaver stated this residential development is a nice improvement. <br />The LRRWMO reviewed Obermeyer's requirement regazding elevations. <br />Motion was made by Weaver, seconded by Haas, to approve LRRWMO Permit #97-09, Apple <br />Ridge, Ramsey, to develop a 55 acre site with 127 single family homes and to 611262 square feet <br />of wetland on Lot 2, Block 2, subject to: <br />• 1. The erosion control measures must be constructed at the initial stages of construction and <br />be maintained until all areas altered on the site have been restored. <br />2. At the entryway onto the site, rock filter dikes being a minimum of two feet in height and <br />having maximum side slopes of four to one must be constructed. These rock filter dikes <br />
