The rock dikes must be continually maintained during the construction phase of <br />the project. <br />3. Street sweeping must be undertaken and completed on an as-needed basis. <br />4. Upon completion of construction and restoration of disturbed areas, the permit applicant <br />is responsible for the removal of all erosion control measures installed throughout the site. <br />5. The storm sewer system and or pipe and overflow capacity between Lots 1 and 2, Block <br />3, and Lots 16 and 17, Block 3, must be designed to provide capacity for the 100-year <br />frequency discharge. This will enable the design storm discharge to reach the proposed <br />detention basin without impacting the structures adjacent to the roadway low-points. <br />6. The homes to be constructed adjacent to the proposed storm water detention basin, Lots <br />1-4 and Lots 1417, Block 3, must have low floor elevation set at a minimum elevation of <br />872 M.S.L., which is two feet above the 100-year frequency flood elevation calculated by <br />Passe Engineering. <br />7. The Anoka Conservation District must be contacted to field verify the limits of the <br />wetland areas on the site. As construction development on the site proceeds, the <br />Conservation District must be contacted to determine that the deminimus exemption of <br />the Conservation Act has not been exceeded. <br />Vote: 3 ayes, 0 nays. Motion carried. <br />LRRWMO Permit #97-10 -Rum River Central Regional Park - Ramsev <br />The August 18, 1997 memorandum from Bob Obermeyer, Ban Engineering, was noted which <br />indicated his review of this application for Phase 1 of the Rum River Central Regional Pazk <br />development including parkway roads, pazking lots, trails, canoe launch, canoe camping, visitor <br />contact station, picnic shelter, restrooms, etc. The location of the roadway is to be "over" existing <br />trails. The Anoka Conservation District has field delineated wetland areas throughout the area. In <br />correspondence dated August 7th from both the Anoka Conservation District (ACD) and the Anoka <br />County Pazk and Recreation Department, the limits of construction aze to be modified to eliminate any <br />wetland filling. The ACD will continue to work with the Pazk and Recreation Department to ensure <br />that the requirements of the Wetland Conservation Act are met. It was noted that at the limits of <br />construction, erosion control measures are shown to be installed. In the azea of the boat launch, <br />drainage from the roadway, from Pazking Lot B to the boat launch, will drain directly into the river. <br />Mr. Obermeyer recommended that the drive be sloped back into the hillside to minimize this direct <br />discharge. The Minnesota Department of Natural Resources must also be contacted to determine if <br />the MDNR Work in Protected Waters Permit is required for any portions of the project. It was noted <br />that Mr. Obermeyer has indicated the project meets the requirements of the LRRWMO and <br />recommends approval subject to six conditions. <br />• Nick Eolo~ Anoka County Park Department Landscape Architect, stated he agrees the development <br />of this 600 acre pazk with three miles of river frontage is long over due. He reported on grant funds <br />which have been received and presented a colored rendition which identified the vazious pazk features <br />including a visitor contact station, horse trails, picnic shelters, restrooms, ballfield and playground <br />
